Why was the West German Communist Party banned in 1956, only 11 years after it had emerged from Nazi persecution? Although politically weak, the postwar party was in fact larger than its Weimar predecessor and initially dominated works councils at the Ruhr pits and Hamburg docks, as well as the steel giant, Krupp. Under the control of East Berlin, however, the KPD was sent off on a series of overambitious and flawed campaigns to promote national unification and prevent West German rearmament. At the same time, the party was steadily criminalized by the Anglo-American occupiers, and ostracized by a heavily anti-communist society. Patrick Major has used material available only since the end of the Cold War, from both Communist archives in the former GDR as well as western intelligence, to trace the final decline and fall of the once-powerful KPD.

This book investigates the history of the post-war welfare state in Germany and its normative foundations, with special emphasis on constitutional issues. The author, formerly Director of the Max-Planck-Institute for Foreign and International Social Law, Munich, and President of the Max-Planck-Society, argues that social policy – not only in Germany – is about struggles over the “social”. The “social” is an open and changing concept that reflects the modern quest for equality, voiced in semantics like justice, participation, inclusion and security. The “social” and the “social state” (the German term for welfare state) are enshrined in the German Constitution of 1949, the Grundgesetz. The book sets out the phases of welfare state development in depth. Social policies are analyzed in view of wider contexts, especially the nation state, the rule of law (Rechtsstaat), federalism and democracy. The author emphasizes the dialectics between the national character of the welfare state and its manifold international references.

Mit dem Anstieg der weiblichen Erwerbstätigkeit und dem damit verbundenen Vordringen der Frau in typisch männliche Berufssparten ging dennoch nicht die Anerkennung der erwerbstätigen Frau durch die Gesellschaft einher. Die Frauen durften zwar arbeiten, aber sie blieben, was sie auch schon vor 1945 gewesen waren: eine nahezu beliebig verfügbare und dirigierbare Arbeitskraftreserve. Warum war das so? Und gab es Bemühungen, diesen Zustand zu ändern? Die vorliegende Studie über die erwerbstätige Frau in den Jahren zwischen dem Kriegsende und dem Ende der Ära Adenauer 1963 wird unter anderem diesen beiden Fragen nachgehen. Im Mittelpunkt steht jedoch die Antwort auf folgende Fragen: warum wurde allgemein die berufstätige Frau und warum speziell in den Jahren nach der Währungsreform von 1948 und während der Ära Adenauer diskriminiert, und welcher Strategien bedienten sich dabei jene Gruppierungen und Institutionen, die entweder generell gegen die Frauenarbeit eingestellt waren oder aber die Arbeitskraft der Frau zu ihrem Vorteil auszunutzten versuchten?
