Im modernen Sozialstaat ist die öffentliche Sozialhilfe die zuständige Instanz der Armutsbearbeitung. Christoph Maeder und Eva Nadai untersuchen aus einer wissenssoziologischen Perspektive die Organisation der Sozialhilfe in fünf kommunalen Verwaltungen der Schweiz. Auf der Grundlage von ethnographischen Beschreibungen zeigen sie, wie gesetzliche Vorgaben und allgemeine Grundprinzipien der Sozialhilfe vor Ort umgesetzt und die Modalitäten der Unterstützung im Einzelfall zwischen Sozialarbeitern und Klienten ausgehandelt werden: Im Sozialamt wird individuelle Bedürftigkeit in anerkannte Armut übersetzt. Dabei handelt es sich um einen sozialen Konstruktionsprozess, an dem die Sozialarbeiter und ihre Klientel gleichermaßen beteiligt sind und jeweils versuchen, ihre Deutung der Wirklichkeit durchzusetzen. Die Klienten stehen hierbei vor der Aufgabe, aus einer strukturell schwachen Position heraus Strategien zu finden, Unterstützungsleistungen zu erhalten. Auf Seiten der Verwaltung unterscheiden Maeder und Nadai dabei drei Organisationstypen: armutsverwaltende, paternalistische und teilprofessionalisierte Sozialhilfe. Armut und die Aufgabe der Sozialhilfe, die Erwartungen an die Klienten und die Rolle des Personals werden in diesen Organisationstypen verschieden interpretiert.

Da die Armut an sich bloß ein Aspekt, klarerweise ein bedeutender, aber dennoch bloß ein einziger, der franziskanischen Ordenswelt war und ist, kann ich mich auf drei Autoren stützen: Zunächst auf Otto Gerhard Oexle, welcher in „Armut im Mittelalter“ einen nachvollziehbaren Überblick über Umstände und Gründe für dieses revolutionär anmutende Konzept der Armut liefert, dann auf Helmut Fend und sein Standardwerk „Franziskus von Assisi und seine Bewegung“ sowie abschließend auf Jens Röhrkasten, welcher mit „Theorie und Praxis der Armut im mittelalterlichen Franziskanerorden“ einen chronologisch und kirchenpolitisch sehr guten Ablauf der Entwicklung der franziskanischen Armut skizziert.

Police response to incidents of intimate partner violence can be critical. This book analyses the non-custodial government of young offenders in two major cities in Brazil. In doing so, it delves into the paradox of an institution exerting control over youths while at the same time promoting their autonomy and responsibility. The study sheds light on the specific logics of power, control, and inequality produced by such institutional settings. The book’s analysis is based on an ethnographic study of ‘Assisted Freedom’ (Liberdade Assistida) – a form of probation – in the Brazilian cities of Rio de Janeiro and Belo Horizonte. This particular context – which is characterized by endemic violent crime, on the one hand, and a highly protective juvenile justice system, on the other – sheds productive light on the contradictions of juvenile justice systems and other public policies based on the values of citizenship, autonomy, and responsibilization. The analysis takes the form of an inverted zoom structure: it begins by looking at cognitive and interactional processes at the level of interpersonal relationships between youths and professionals, and then works its way up to examine ties outside the institution itself, with schools, the labour market, and juvenile courts. Written in a clear and direct style, this book will appeal to students and scholars in criminology, sociology, cultural studies, and social theory and those interested in learning about non-custodial measures and the regulation of juvenile delinquency.

The 2006 United Nations Convention on the Rights of Persons with Disabilities (UN CRPD) is the first human rights treaty to explicitly acknowledge the right to education for persons with disabilities. In order to realize this right, the convention’s Article 24 mandates state parties to ensure inclusive education systems that overcome outright exclusion as well as segregation in special education settings. Despite this major global policy change to tackle the discriminations persons with disabilities face in education, this has yet to take effect in most school systems worldwide. Focusing on the factors undermining the realization of disability rights in education, Julia Biermann probes current meanings of inclusive education in two contrasting yet equally challenged state parties to the UN CRPD: Nigeria, whose school system overtly excludes disabled children, and Germany, where this group primarily learns in special schools. In both countries, policy actors aim to realize the right to inclusive education by segregating students with disabilities into special education settings. In Nigeria, this demand arises from the glaring lack of such a system. In Germany, conversely, from its extraordinary long-term institutionalization. This act of diverting from the principles embodied in Article 24 is based on the steadfast and shared belief that school systems, which place students into special education, have an innate advantage in realizing the right to education for persons with disabilities. Accordingly, inclusion emerges to be an evolutionary and linear process of educational expansion that depends on institutionalized special education, not a right of persons with disabilities to be realized in local schools on an equal basis with others. This book proposes a refined human rights model of disability in education that shifts the analytical focus toward the global politics of formal mass schooling as a space where discrimination is sustained.

The volume draws together historians from five European countries to map out a field of research which has long been neglected by welfare as well as agricultural historians. Continuities and changes within rural as compared to urban poor relief, of ecclesiastic and of aristocratic charity are described. A wide range of sources is taken into account to show how the rural poor were perceived and treated by private and public institutions of social assistance.
