Yirminci yüzyılın başı, Osmanlı İmparatorluğu’nun etnik haritasının çizildiği, tebaanın etnik kökenlerine göre hesaplandığı, yerleşim alanlarının nasıl yeniden biçimlendirileceğinin sorgulandığı bir dönemeçtir. Fuat Dündar, İttihat ve Terakki’nin raporlar, kitaplar, araştırma heyetleri ve dergilerle biçimlendirdiği; nüfus kompozisyonuna dair gizli ve açık verilere dayanarak uygulamaya koyduğu ve en uzak bölgelerde en ince ayrıntısına kadar telgraflarla izlediği “iskân” politikalarını inceliyor. Rum, Bulgar, Ermeni, Kürt, Yahudi, Nasturi ve Süryanilere yönelik yer değiştirme, mübadele, tehcir, “yeniden iskân” etme siyasetinin hangi amaçlara dayandığını, bu amaçların nasıl biçimlendiğini ve kimler tarafından uygulandığını araştırıyor. Belge, harita, nüfus verileri, telgraflar ve şifreli emirlerle sürecin nasıl idare edildiğini çarpıcı bir biçimde ortaya koyuyor.
