Otonomi harus dipahami dan diimplementasikan sebagai upaya strategis dan teknis untuk merajut penyelenggaraan pemerintahan yang selalu independen dalam batasan NKRI. Otonomi secara konseptual harus dikonstruksi untuk merancang bangun negara dengan segala sumber daya rakyatnya secara beradab. Peningkatan kesejahteraan dan kapasitas masyarakat secara berimbang dengan tatanan stakeholders dan stateholders adalah pilihan tunggal yang harus dikedepankan. Otonomi hanya memiliki arti penting bagi rumah tangga NKRI dengan warga negaranya apabila membuat kehidupan kita lebih baik atau lebih mulia. Dalam bahasa Pancasila tentu saja otonomi daerah harus membuat kita semua hidup yang lebih: berketuhanan, berkemanusiaan, berpersatuan, berkerakyatan, dan berkeadilan sosial.

This book presents a technical review of ecological and life history information on a range of Bornean wildlife species, aimed at identifying what makes these species sensitive to timber harvesting practices and associated impacts. It addresses three audiences: 1) those involved in assessing and regulating timber harvesting activities in Southeast Asia, 2) those involved in trying to achieve conservation goals in the region, and 3) those undertaking research to improve multipurpose forest management. This book shows that forest management can be improved in many simple ways to allow timber extraction and wildlife conservation to be more compatible than under current practices. The recommendations can also be valuable to the many governmental and non-governmental organisations promoting sustainable forest management and eco-labelling. Finally, it identifies a number of shortcomings and gaps in knowledge, which the hope can interest the scientific community and promote further research. This review is, an important scientific step toward understanding and improving sustainable forestry practices for long-term biodiversity conservation. Even in the short term, however, significant improvements can be made to improve both conservation and the efficiency of forest management, and there is no need to delay action due to a perceived lack of information. In the longer term it is expected that the recommendations from this review will be implemented, and that further research will continue to help foster an acceptable balance among the choices needed to maintain healthy wildlife populations and biodiversity in a productive forest estate.

Michael Billig presents a major challenge to orthodox conceptions of nationalism in this elegantly written book. While traditional theorizing has tended to the focus on extreme expressions of nationalism, the author turns his attention to the everyday, less visible forms which are neither exotic or remote, he describes as `banal nationalism′. The author asks why people do not forget their national identity. He suggests that in daily life nationalism is constantly flagged in the media through routine symbols and habits of language. Banal Nationalism is critical of orthodox theories in sociology, politics and social psychology for ignoring this core feature of national identity. How can the international conservation movement protect biological diversity, while at the same time safeguarding the rights and fulfilling the needs of people, particularly the poor? Contested Nature argues that to be successful in the long-term, social justice and biological conservation must go hand in hand. The protection of nature is a complex social enterprise, and much more a process of politics, and of human organization, than ecology. Although this political complexity is recognized by practitioners, it rarely enters into the problem analyses that inform conservation policy. Structured around conceptual chapters and supporting case studies that examine the politics of conservation in specific contexts, the book shows that pursuing social justice enhances biodiversity conservation rather than diminishing it, and that the fate of local peoples and that of conservation are completely intertwined.

This case study discusses decentralisation and forest management in Kapuas district, Central Kalimantan, focusing specifically on the impact of these administrative reforms on timber concessions operating there. It is based on field research carried out during June and July 2000. The study is based on interviews with government officials, forestry department staff, university researchers, NGO workers and the employees of timber workers in the provincial capital, Palangkaraya, and the district capital, Kuala Kapuas. Research was also carried out in Gunung Mas in the headwaters of the Kahayan River and further interviews were conducted with businessmen, sub-district government officials and lower level forestry staff, community leaders and local villagers. This document provides: (1) Essential background regarding the geography, economy and history of forestry in Kapuas district. (2) A discussion focuses on decentralisation and forest management, analysing the financial situation of the district administration, the efforts of the district government to create district laws to regulate the forestry sector in the district, and the initial impacts of decentralisation on spatial planning and environmental management. (3) Analyses the situation of timber concessionaires in Gunung Mas just before the decentralisation laws took effect, focusing on the changing relationships among timber companies, the local administration and local communities. The case study examines the endemic conflicts occurring between local communities and logging concessionaires in the area. Finally, it draws some conclusions regarding the impact of decentralisation on forest management in the district.
