Bidisha Biswas explores the question of how a democratic state chooses between policies of coercion and accommodation when dealing with political violence by addressing an important, yet under examined, topic—India’ approach to internal conflicts. In Managing Conflicts in India, Biswas selects three cases of conflict: the separatist campaign in Punjab during the 1980s; the protracted insurgency in Kashmir; and attacks on the Indian state by left-wing extremists, also known as Maoists and Naxalites, a campaign that has existed in different forms since the 1960s. Using archival research and fieldwork, Biswas shows that the Indian state has chosen a mix of tactics in dealing with these insurgencies. She argues that the government’s responses have often been dictated by immediate political concerns, rather than a strategic vision. While the integrity of the Indian state remains intact, its democratic quality and credibility have been seriously compromised. By focusing on the choices—and missteps—that the Indian government has made, Biswas sheds light not only on the insurgencies themselves, but also on the overall processes that impact effective conflict management. Drawing on the critical and theoretical concepts of sovereignty, biopolitics, and necropolitics, this book examines how a normative liberal and secular understanding of India's religious identity is translatable by Hindu nationalists into discrimination and violence against minoritized religious communities. Extending these concepts to an analysis of historical, political and legal genealogies of conversion, the author demonstrates how a concern for sovereignty links past and present anti-conversion campaigns and laws. The book illustrates how sovereignty informs the making of secularism as well as religious difference. The focus on sovereignty sheds light on the manner in which religious difference becomes a point of reference for the religio-secular idioms of Bombay cinema, for legal judgements on communal violence, for human rights organizations, and those seeking justice for communal violence. Since 2009, international climate activism has focused on stopping coalmining in solidarity with local and Indigenous struggles that are resisting coalmining. Based on ethnographic and historic research in Australia and India, this book compares the politics and resistance to coal in the two countries, particularly focusing on the time period between 2009 and 2018, and the case of the Carmichael coalmine in Queensland and the Mahan coalmine in central India. This book shows differences and similarities in the political economy of coal and creates understanding about the significantly different imperatives and narratives of anti-coal environmentalism, in Australia and India. Through the Stop Adani movement and its collaboration with the Wangan and Jagalingou Traditional Owners and farmers against coalmining in Queensland, and Greenpeace and forest-based communities resisting coalmining in Madhya Pradesh, Ruchira Talukdar not only explores anti-coal movement dynamics but also how these movements grapple with the violation of Indigenous land rights through coal extraction, in both places. Drawing on differences and patterns in Australian and Indian anti-coal activisms, this book proposes a global outlook – an intersectional framework beyond the singularity of ‘stopping coal’ that can encapsulate visions for secure futures of communities on the frontlines of fossil fuel struggles – for climate activism. The conclusions help to decolonize climate activism as well as make it cognizant of global North-South contextual differences for effective solidarity. The author’s unique vantage point through experience in environmental activism over 20 years across Australia and India combined with research in both countries, makes this book a crucial resource for scholars and practitioners in just transition, climate politics and environmental activism across the global North and South.
