This book critically engages with the concept of European identity and citizenship, and the role of the European Union in diaspora, membership and emigration policies. It presents original research on European governance of emigration and citizenship and considers European integration in a global context. It questions whether there can be a European diaspora outside the European Union, if European governance of emigration is possible, and whether the EU can or should govern its diasporas in the global era. By engaging with concepts of European citizenship, diaspora and identity, the author examines the weak meaning of Europe for EU nationals living abroad and finds that European public spaces, present and sustained within the European Union territory, are largely not exported outside of it. Equal treatment and equal rights become empty concepts for Europeans leaving the European Union as they lose their European citizenship. Redefining EU Membership examines the issue of Membership within the European Union (EU) today by focusing on differentiation in and outside the EU. The Treaty on European Union unequivocally declares that the contracting parties are the Member States of the EU. However, a closer examination casts some doubt of the unitary status of Member States, or at least suggests that the concept requires nuancing. Whilst diversity, and to some extent differentiation, have been part and parcel of the European integration process since its inception, Redefining EU Membership proposes that, considering several developments, a new reflection on membership within the EU and on differentiation in and outside the EU is required. The volume's contributions are organized around four aspects of the tensions faced by the concept of a unitary and formal EU membership: first, an examination of key policy areas which have already witnessed various forms of differentiated integration; second, an analysis of 'special statuses' within the EU; third, important examples of non-Member States in which EU law is applied (with and without their participation in the EU's decision-making process); and fourth, the situation of states under accession or secession procedures which obliges them to accept EU norms and policies even prior to/after formal membership. These analyses are complemented by a reflection on the concept of membership in itself. In a context in which EU enlargement appears likely, the provided analysis reflects on the need to expand and introduce several kinds of membership to the EU in the future.

Millions of British, Dutch, French, Danish, Spanish, and Portuguese nationals permanently reside in the overseas parts of their Member States. These people, like the companies registered in such territories, often find it virtually impossible to determine what law applies when legal decisions are required. Although Article 52(1) of the EU Treaty clearly states that EU law applies in the territory of all the Member States, most Member State territories lying outside of Europe provide examples of legal arrangements deviating from this rule. This book, for the first time in English, gathers these deviations into a complex system of rules that the editor calls the 'EU law of the Overseas'. Member States' territories lying far away from the European continent either do not fall within the scope of EU law entirely, or are subject to EU law with serious derogations. A huge gap thus exists between the application of EU law in Europe and in the overseas parts of the Member States, which has not been explored in the English language literature until now. This collection of essays sets out to correct this by examining the principles of Union law applicable to such territories, placing them in the general context of the development of European integration. This book sheds new light on the potential application of EU law to situations arising outside EU territory, and its consequences. A number of?Future of Europe? surveys have been conducted in the EU Member States since 2006. These surveys explore the way Europeans perceive the EU, including its assets, values and their opinions about Europe's influence in the world. The most recent survey was conducted in September - October 2016. The current survey was designed to investigate, for the first time, the opinion of those living in 11 countries located outside the European Union. Respondents were asked how they view the European Union, what they think its assets and values are, and how much political influence they think it has. This report is divided into two chapters: The first chapter considers respondents' views of the EU's main assets, its values and its place in the world. Views about the current political influence of the EU are also considered. The second chapter focusses on perceptions about life in these other countries, in particular, views about globalisation, social protection and citizens' opportunities to succeed in life. In most cases the questions asked are the same as those used for previous?Future of Europe? reports, so where possible results for the EU as a whole will be provided in comparison. However, it should be noted that surveys done in the EU follow the Special Eurobarometer methodology (face-to-face surveys at respondents' homes) while the present Flash Eurobarometer survey is carried out by telephone, except in India. Therefore, a certain level of caution should be observed while comparing results obtained through different methodologies. Between 20th and 25th February 2017, 11,035 respondents from different social and demographic groups in 11 non-EU countries - Australia, Brazil, Canada, China, India, Japan, Norway, Russia, Switzerland, Turkey and the United States of America - were interviewed via telephone (mobile and fixed line) in their mother tongue on behalf of the Directorate-General for Communication (DG COMM). The methodology used is that of Flash Eurobarometer surveys as carried out by the Directorate-General for Communication (?Strategic communication? Unit). A technical note on the manner in which interviews were conducted by the Institutes within the TNS Political and Social network is annexed to this report. Also included are the interview methods and confidence intervals.
