This paper is intended to provide a solid base of information about the treatment of indirect university research costs in various jurisdictions and to highlight some of the factors that have contributed to increased interest in the issues surrounding the funding of indirect costs of research. University research in Ontario has continued to evolve toward science based "resource intensive" research. The Research Overheads/Infrastructure Envelope established in 1987 is not sufficient for current needs, and it does not reflect standard indirect cost rates. The new Ontario Research Performance Fund will enhance provincial support for university research, but it will not alleviate the full indirect cost pressure associated with growing research sponsorship. The need to provide additional resources is pressing, and it is occurring at a time when large-scale faculty renewal is being planned and when a major increase in student demand is anticipated. An appendix compares research overhead rates at various Ontario universities. (SLD).

The federal government has been the most important source of funds for academic research since the 1950s. Nearly a third of this support takes the form of indirect cost recovery (overhead). Long a source of conflict between universities and the government, in recent years the indirect cost controversy has escalated, with most research universities intensively investigated for alleged abuses. This essay examines the nature of indirect costs and the sources of the conflicts about them. The main argument is that the types of costs that are covered by overhead charges must be paid for the research intensity of universities to be retained; however, the existing system for reimbursing these costs creates unnecessary distortions in the operation of universities and has very high transactions costs. Instead, both universities and the federal government would be better off if the existing indirect cost reimbursement system were replaced by a system of fixed reimbursement rates that were not related to a university?s actual indirect costs.

Pursuant to a congressional request, GAO examined how the federal government reimburses universities for overhead, or indirect costs, related to federally funded scientific research. GAO found that: (1) due to inadequate federal guidance, oversight, and weak internal controls at the universities, the government has been charged millions of dollars for unallowable, questionable, or improperly allocated indirect costs; (2) recent disclosures of inappropriate charges have spurred corrective actions, the Office of Management and Budget (OMB) has revised OMB Circular A-21, and universities have initiated their own indirect cost reviews to address identified problems; (3) such actions were appropriate to deal with the immediate problems, but they could contribute to an increase in indirect costs because universities are likely to pass on to the government a portion of the costs incurred to improve their accounting systems and internal controls; (4) the depth and persistence of the problems make this an opportune time to consider fundamental changes to the existing reimbursement system; and (5) a multiagency task force is addressing the need for such changes.
