More than 30 environmental concerns were analyzed for the transportation of coal by rail, roads (trucks), high voltage transmission lines (that is, from mine-mouth generating plants to distribution networks), coal slurry pipelines, and barges. The following criteria were used to identify these problems: (1) real physical environmetal impacts for which control technologies must be developed, or regulation made effective where control technologies presently exist; (2) the level of impact is uncertain, although the potential impact may be moderate to high; (3) the concerns identified by the first two criteria are specific to or exacerbated by coal transportation. Generic transportation problems are not included. The significant environmental problems identified as a result of this study are: (1) rail transport - community traffic disruption and human health, safety, and habitat destruction; (2) coal haul roads - road degradation, traffic congestion and safety, air quality, and noise; (3) high voltage transmission lines - changed land use without local benefits, biological health and safety effects, and disruption of world weather patterns; (4) slurry pipelines - water availability, water quality, and possible spills from non-water slurry pipelines; and (5) barge transport - impacts common to all barge traffic. This review presents the results of analysis used to identify and prioritize perceived potential problems that may hinder the development of coal transportation in the United States during the balance of the century. One objective of this effort is to discriminate serious concerns affecting the overall adequacy of coal transportation systems from issues of lesser significance. The concerns with the highest priority are anticipated to impact coal transportation in the early 1980s. These concerns relate to public acceptance, logistic problems with frozen coal, the impact of slurry pipelines, and sludge transportation. Problems with the potential of impact in the balance of the century include the effects of rate rgulations on railroad incentives to haul coal, the safety and environmental impact of advanced slurry systems and congestion on inland waterways. A second objective of the analysis is to recommend specific actions that may mitigate the consequences of potential problems. The recommendations discussed in this paper include the need for new research, developments and demonstrations, risk assessments and other evaluations to fill possible gaps in the coverage of current programs that address aspects of the above concerns. Reasons are discussed for considering some familiar issues to be of lower importance than the above concerns, including railroad capital requirements, equipment availability, abandonment policy and sabotage, eminent domain for slurry pipelines, competition for barges at harvest time and potential impacts of the Clean Air Act amendments.

This report presents a method for evaluating relative environmental impacts of coal transportation modes (e.g., unit trains, trucks). Impacts of each mode are evaluated (rated) for a number of categories of environmental effects (e.g., air pollution, water pollution). The overall environmental impact of each mode is determined for the coal origin (mine-mouth area), the coal or coal-energy product destination (demand point), and the line-haul route. These origin, destination, and en route impact rankings are then combined into a systemwide ranking. Thus the method accounts for the many combinations of transport modes, routes, and energy products that can satisfy a user's energy demand from a particular coal source. Impact ratings and system rankings are not highly detailed (narrowly defined). Instead, environmental impacts are given low, medium, and high ratings that are developed using environmental effects data compiled in a recent Argonne National Laboratory report entitled Data for Intermodal Comparison of Environmental Impacts of Inland Transportation Alternatives for Coal Energy (ANL/EES-TM-206). The ratings and rankings developed for this report are generic. Using the method presented, policy makers can apply these generic data and the analytical framework given to particular cases by adding their own site specific data and making some informed judgements. Separate tables of generic ratings and rankings are developed for transportation systems serving coal power plants, coal liquefaction plants, and coal gasification plants. The final chapter presents an hypothetical example of a site-specific application and adjustment of generic evaluations. 44 references, 2 figures, 14 tables.
