This book considers the identity, direction, and intentions embodied in post-apartheid South African Foreign Policy. It aims to deepen the understanding of this evolving post-apartheid foreign policy through an exploration of the nature and trajectory of key bilateral relationships from both the global ‘South’ (Brazil, China, Iran, the AU) and ‘North’ (Japan and the UK). This window on the country’s international relations enriches understanding of the normative and structural factors that influence not only South African foreign policy, but those of what Jordaan (2003) calls emerging middle powers as they seek to position themselves as influential actors in international affairs. By sketching the contours of key South African relationships the contributors offer illuminating insights into the cross-pressures shaping South African foreign policy. In addition, they also add depth to the emerging middle power concept by exploring four areas where the tendencies and tensions of emerging middle power foreign policies are apparent: regionalism, multilateralism, reform of global governance, and approach to moral leadership. Africa is said to be rising, turning a definitive page in its history, heralding new and exciting possibilities for the continent. This discourse maintains that with upsurge in economic growth comes improved governance and endogenous dynamics; that the emerging economies, and especially the BRICS (Brazil, Russia, India, China, South Africa), have been instrumental in diversifying Africa's international relations, perhaps leading to a radical change in the global order, favourable to the developing world. But to what extent is this true, and how deep and how broad has been the impact on society at large? This book takes a critical look at the prevalent Africa Rising discourse, and explores the nature and implications of Africa's "rise" and the role that the BRICS have played in it. The author argues that Africa has still to undergo any structural transformation; that there is strong evidence that deindustrialisation and jobless growth have accompanied the upsurge of interest in the continent; and that far from making a radical turn in its developmental trajectory, Africa is being pushed into the resource corner as commodity exporters, to the North (and now, the BRICS) with little scope for industrial progress or skills advancement. Hope that the BRICS might offer an alternative to the extant neoliberal order are misplaced, for the BRICS have a stake in maintaining the current global unequality. Africa must therefore fashion its own independent path - while the emerging economies will be important, relying on external actors may simply reproduce anew the current state of underdevelopment. Esse livro é a impressão da tese de doutorado do autor, onde foi elaborada uma investigação sobre o Plano de Aceleração do Crescimento (PAC) que teve início no segundo mandato de Lula e continuou em uma segunda versão, no governo de Dilma. De acordo com as diretrizes desse plano econômico, o objetivo definido era a promoção do crescimento e o desenvolvimento econômico. Para divulgar as realizações e o andamento das obras, foi criado um site do programa, com a disponibilização de relatórios periódicos. Durante a análise desses relatórios, vários problemas foram encontrados, como a ausência de uma relação com o acompanhamento de todas as obras e os respectivos dados sobre a geração de emprego e renda, ou ainda, das justificativas para os atrasos e sobre os pareceres elaborados pelo Tribunal de Contas da União (TCU). Oficialmente, os dados disponibilizados para a primeira versão remontam ao resultado de 82% de obras realizadas, contudo, não foi possível corroborar com esse resultado.

Illuminating thus far understudied international relations in global higher education, the book titled Internationalization of Higher Education for Development illustrates how the Brazilian government, under the presidency of Luis Inácio Lula da Silva (2003-2010), legitimized Africa-Brazil relations often referring to the presumably shared history of transatlantic slavery as the condition for solidarity cooperation and international integration. Ress reveals how this notion of history produces a vision of Brazil as a multicultural nation able to redress longstanding racialized inequalities while casting 'Africa' as the continent that remains forever in the past. She explores how this ambiguous notion was translated into curricula and classroom practices, and, in particular how it shaped international students' experiences at a newly-created university in the Northeast of Brazil. Ress demonstrates how the historicized framing in conjunction with the powerfully racialized class structures that characterize Brazilian society, the challenging material conditions surrounding the university, and the future aspirations of students created an environment that made solidarity an economic necessity while repeating the century-old colonial gesture of othering 'Africa' in new yet all too familiar ways – reworking and reemploying the idea of race in the name of Brazil's progress and development. This book showcases in an innovative way the challenges and opportunities of building international relations in postcolonial education contexts. A much-needed advances over current scholarship analysing race, blackness, and solidarity, it offers a timely contribution to postfoundational and postcolonial studies in comparative and international education.
