As an annual event, Padjadjaran Communication Conference Series (PCCS) 2019 continued the agenda to bring together researcher, academics, experts and professionals in examining selected theme by applying multidisciplinary approaches. In 2019, Universitas Padjadjara successfully held this event for the first time in 9 October 2019 at Faculty of Communication Science Universitas Padjadjaran Bandung, Indonesia. There were 81 papers presented during 1 days at the conference from any kind of stakeholders related with communication. Each contributed paper was refereed before being accepted for publication. The double-blind peer reviewed was used in the paper selection. From all papers submitted, there were 24 papers were accepted successfully for publication based on their area of interest, relevance, research by applying multidisciplinary.

This book promotes the well-being of the commons through representation and accountability through monitoring from below in order to operationalize engagement. This book views the commons as a legal concept, a transformative governance concept, and a basis for systemic ethics. The chapters focus on practical responses to address complex problems that comprise many interrelated variables and are perceived differently by stakeholders with different values and life experiences. By considering these different stakeholders, the goal is to highlight ways to regenerate and invigorate employment opportunities. The book identifies pathways towards ethical vocational education to enable lifelong engagement by active citizens which requires action learning to address areas of perceived policy concern. Throughout the chapters in this book, the authors discuss transformative research and its implications on stakeholders. They focus on re-presentation and its implications for thinking and practice. One author makes the case for fostering non anthropocentric approaches to ethical development. In addition, the chapters cover case studies including governance challenges associated with water management using a mixed method approach and also production of mushrooms in collaboration with coffee growers in Jakarta. The book focuses on ways to de-colonialise knowledge formation in public policy and makes the case for an alternative approach to governance and democracy that takes into account a range of local people’s perspectives.

This book focuses on Indonesia and investigates why competition between various identity-affiliated groups to claim a new province increases conflict severity. It includes a quantitative study, along with complementary case studies of provinces in Indonesia, which provide evidence that group fragmentation plays a role in determining conflict during a new province’s struggle. Against the background of the Indonesian government’s territorial autonomy (TA) strategy, regional proliferation, or pemekaran, the author examines the long-term decentralization project in Indonesia, which has an ethnically and religiously divided population. The book provides answers to the questions of how the new province claim increases conflict in the supporting districts and how competition among diverse elites in districts pursuing a new province precipitate conflict within the region. Based on extensive field research, the four case studies of districts with varying degrees of conflict reveal that the campaign for a new province proliferation increases the probability of conflict at the district level and conflict can escalate during the initiation of a new province stage. The author argues that more provinces may be necessary to ensure the fair distribution of wealth that would enable the whole population to enjoy a similar quality of life and that the Indonesian government needs to wisely and strategically uphold its unity if a federal arrangement is not an option. Offering a novel contribution to the study of the relationship between territorial change and conflict in Indonesia, this book will be of interest to academics studying Indonesian politics, Southeast Asian politics, as well as identity and ethnic politics.
