"It is estimated that in 2003 there were 474,600 primary carers providing care to a person because of disability or old age. In coming decades, as the Australian population ages, the number of carers is projected to increase. Despite the large number of carers in Australia and the likely increase in their numbers, relatively little is known about the impact upon families of providing care. This report begins to fill the gap. The analysis is based upon data from a nationally representative survey, conducted in 2006, of 1,002 carers who receive an Australian Government payment directed towards carers (Carer Payment and/or Carer Allowance). Carers were selected from a random sample of 5,000 carers from Centrelink records who, at June 2006, were receiving Carer Payment and/or Carer Allowance. This research was a collaborative project between the Australian Institute of Family Studies (AIFS) and the Department of Families, Housing, Community Services and Indigenous Affairs (FaHCSIA). The aims of this report are to: examine the effect of caring on family and social relationships; document the social, emotional, physical and financial impact on families of caring for a person with a disability; examine the effect of caring on labour force status."--P. xiii.

This book investigates how paid care work and employment are being transformed by policies of social care individualisation in the context of new gig economies of care. Drawing on a case study of the creation of a new individualised care market under Australia’s National Disability Insurance Scheme the book provides important insights into possible futures for social care employment where care is treated as an individual consumer service. Bringing together sociological, political science and socio-legal approaches the book demonstrates how, in individualised care markets and with ineffective labour laws, risks of business and employment are devolved to frontline care workers. The book argues for an urgent re-evaluation of current policy approaches to care and for new regulatory approaches to protect workers in diverse forms of employment.

This book draws on archival, oral history and public policy sources to tell a history of foster care in Australia from the nineteenth century to the present day. It is, primarily, a social history which places the voices of people directly touched by foster care at the centre of the story, but also within the wider social and political debates which have shaped foster care across more than a century. The book confronts foster care’s difficult past—death and abuse of foster children, family separation, and a general public apathy towards these issues—but it also acknowledges the resilience of people who have survived a childhood in foster care, and the challenges faced by those who have worked hard to provide good foster homes and to make child welfare systems better. These are themes which the book examines from an Australian perspective, but which often resonate with foster care globally.
