Pakistan’s water management is at a critical watershed. The world’s seventh-most populous country faces serious challenges that will require improvements in both the "hardware" and "software" of agricultural water management. Water shortages are growing rapidly as a result of growing demand across all water-using sectors. Rapid population growth, from 175 million people in 2010 to an estimated 236 million by 2030 and 280 million by 2050, and international food-price spikes create pressure to increase agricultural production of staples; but demand for cash crops is also growing rapidly, including for cotton, fruit trees and tobacco, to raise rural incomes and generate rural employment to absorb the relatively young, rapidly growing rural population. Water management is also increasingly affected by climate change – including an increased number of flood and drought events – and growing energy shortages, which affect how water is being sourced and used. Last but not least, Pakistan’s political situation is fragile, which has reduced incentives to invest in enhanced agricultural water (and other) technologies. How Pakistan addresses these challenges will be decisive for its population’s future water and food security, for economic growth, and for environmental sustainability. It will also affect water and food outcomes globally, due to the interconnectedness of global food trade. This book was published as a special issue of Water International.

This working paper takes stock of Pakistan's water resource availability, delineating water supply system and its sources including precipitation and river flows, and the impact of increasing climatic variability on the water supply system. "Control of natural resources has been a major feature of inter-state relations. In several conflicts in the past, control over natural resource was a major factor. Water, the most critical resource for life, poses an enormous challenge for countries facing water shortages particularly if shared among several countries. The water demand is increasing but the supplies are limited, and in some situations even shrinking. The climate change is compounding the challenge. The case of water distribution between India and Pakistan is of special interest because the two countries have severe disputes on several issues including water and have fought three wars. They now also possess nuclear weapons. Water needs in both the countries are increasing due to population growth and economic development. The water supplies, on the other hand, are very limited and suspected to decline in future due to climate change. All the main rivers of Pakistan originate in the Indian territory. Being the lower riparian country, Pakistan is at a disadvantaged position and very much concerned about its water supplies. These concerns are based on Indian actions in the past and the plans of building dams on the rivers flowing into Pakistan. This research work aims at understanding the future challenges to sustainable water supplies in Pakistan. It has been found that the water supply-demand situation in Pakistan would aggravate in the coming years due to population increase, economic development, and climate change. The present arrangement of water distribution- the Indus Water Treaty, between India and Pakistan would come under strains as there would be stern competition between them to secure maximum water supplies to their respective sides. India is building several hydroelectric projects which would give her control over the flow of rivers. Pakistan objects these projects as a violation of the Treaty. Water disputes can intensify and lead to conflicts between the two countries. The Treaty has limited scope in managing the evolving situation. There is a need to find suitable solutions to manage the dispute and amend the Treaty. This research concludes that cooperation between the two countries on sharing water resource is the only way forward."--Abstract, pages iv-v.
