This book aims to delve into the application of feminist ethnography by engaging with the lived experiences of vulnerable workers, occupied by India’s informal workforce, across its deeply stratified labour-market landscape. Set up and organized in a diverse spatial trajectory through identified case studies from across India, the book, in a post pandemic context, aims to study, critically reflect on the vulnerable state of India’s workforce, capturing the daily emergencies, livelihood of marginalized communities. Case studies in the book feature the pandemic-crisis narratives of farmers, fisherfolk, factory workers, artisans, small scale entertainment providers, sanitation, and waste workers, to name a few. By understanding the intersectional dimensions of social structures like caste, gender, and class our case studies in the book also attempt to unpack the ‘dualities’ present in the contemporary understanding of India’s labour market. Reflective discussions with field ethnographers through first-person narratives help documenting their own observations from different case studies, while focusing on interactions on how to work through power dynamics and varied positionalities across dynamic field sites marked with different spatial characteristics. Pandemics are potentially very destructive phenomena, and for that reason, they both fascinate and frighten us. And because they are shot through with uncertainty, they often become sites of contestation and conflict. This book presents research on the 2009 pandemic and other public health crises in an attempt to describe and analyze the distinctive challenges that such diseases pose today. Thanks to vaccines, more reliable provision of medical services, more effective means of communication, and a more educated public, some argue we will not see a new Black Plague – or even Spanish Flu – in our time. Today we face new challenges, however, which can both enable diseases to reach pandemic scales and affect our ability to enact an appropriate response. Those include fragmentation of media, tribalization of “knowledge regimes,” the increasingly troubled status of scientific and political expertise, growing cross-continental mobility, as well as the globalization and commercialization of pandemic response systems. These distinctive complexities make the need to stage public action in response to pandemics and other public health crises a crucial problem, on which thousands of human lives hinge. This volume consists of a handful of social science and humanities studies of precisely such complexities, and thus offers a much-needed supplement to existing research on pandemics and pandemic response.

In far too many cases, recommendations of forensic reports on previous pandemics were ignored. Substantial weaknesses in the preparation by public health authorities and governments increased the health and economic costs of the COVID-19 pandemic relative to what they would have been if pre-existing recommendations had been followed and a wider set of plans had been put into place. We discuss parallels between the lack of preparation of financial system regulators prior to the global financial crisis and the lack of preparation by public health authorities and governments prior to COVID-19. These parallels relate to: required stocks (of capital or equipment), data collection and sharing, lending facilities, stress testing and war games, early warning indicators and systems, contagion from abroad, operational risks, a system-wide approach (including effects on the real economy), models incorporating the heterogeneity of individuals, and effects on less-regulated parts of the system. The recent COVID-19 crisis has demonstrated that, apart from the direct economic consequences from illness and death from the virus, the main costs have been due to the varying degrees of preventative measures taken by the public, firms, and governments that directly impacted health, as well as social, economic, and financial activity. We make recommendations for carrying out post mortems on the COVID-19 experience, planning for future pandemics, and establishing transparent and accountable governance systems. We then propose the use of regular, combined health, economic, and financial stress tests and exercises/war games in preparing for future pandemics and other major environmental shocks.

This book assumes an “everyday life” perspective towards masking in public spaces in the UK during the Covid-19 pandemic. Facemasks are perhaps one of the most tangible ways in which the changes wrought by the Covid-19 pandemic were made visible. In the space of a few months in 2020, masking in the UK went from being almost non-existent in public to becoming widespread, both before and after the UK government mandated masking in most enclosed public spaces in July 2020. In this context, the speed and scale of the introduction of masking in public settings offers sociologists a rare chance to document the (contested) emergence of a new social practice. We argue that the nature of masking during the pandemic means that masking practices need to be understood through the entwinement of material, interactional, and moral dimensions. We develop a relational perspective to explore the relationship between the materiality and moral significance of masking, and how this translated into the development of masking practices in public spaces. The authors argue further that the specific context of masking during the pandemic provides sociologists with a unique lens to think through the nature of material, interactional, and moral practices in general.
