Covid-19, disastrous series of earthquakes in Türkiye and Syria... How well prepared are young people to understand such catastrophic events and their impact upon societies? Since the beginning of recorded human history, pandemics and natural disasters have highly impacted the historical narratives of mankind. Each time, they remind humans how fragile they are and how limited their knowledge is. Despite their impact, these events are given little attention in history education. The first thematic report of the Observatory on History Teaching in Europe (OHTE) analyses how pandemics and natural disasters are taught across different levels of education. It gives a detailed overview of the teaching of the two topics in OHTE’s 16 member states, along with a cross country analysis – combining information provided by educational authorities and by history teachers themselves. The report refers to important areas of concern such as the inclusion of pandemics and natural disasters in history curricula, teachers’ pedagogical decisions about their teaching, multiperspectival approaches but also the use of scapegoating during these times of crises. The observatory’s mission is to provide a clear picture of the state of history teaching in Europe. Within the countries that are party to the observatory, this is done through OHTE reports on the state of history teaching and thematic reports, which explore particular areas of interest and how they are handled in history lessons. The observatory’s vision is embodied by its motto: “Teaching history, grounding democracy”. In practice, this means that it promotes quality history education in order to improve the understanding of democratic culture among young people. The Observatory on History Teaching in Europe is a Council of Europe enlarged partial agreement.

The researcher aims to distinguish the management level of schools on how would they respond on to natural disaster in accordance with the safety protocols of the government with regard to the pandemic. This study also aims to determine how the school manage disasters in amidst of COVID-19 pandemic. Hence, the study also aims to measure the level of managing skills and capabilities of students and teachers. Moreover, the researcher will make use of purposive sampling technique in order to determine samples to be used in the study. Furthermore, the study is confine with the selected 42 Grade 9, section 1 students of Antonio J. Villegas Vocational High School and 9 selected teacher representative for NDRRMC. Also, the researcher will utilize a normative questionnaire for students and interview guide questionnaire for teachers. Based on the result and discussion, it has been said that most of the student respondent possess manageable skills and are capable of perceiving, approaching and responding to natural disaster. Thus, same with the result on the focus group discussion of the teachers, Teacher’s respondents possess manageable skills towards perceiving approaching and responding natural disaster. However, Students have a vital interest in contributing to the safety of their school and community. Such work is central to their development as citizens and is, in fact, part of their ethical and moral responsibility to themselves, their peers, and school staff. Further trainings and seminars for teachers and school administration on how to develop their management skills in disasters.

This research examines how the COVID-19 pandemic impacted the learning of special education students and the implementation of the Individuals with Disabilities Education Act (IDEA) in the United States. The importance of this research is reflected in the unprecedented and novel context of the COVID-19 pandemic. Never at any point in IDEA history have all special education students been simultaneously denied the services that are considered essential for their development and advancement. While some previous research has looked into how constraints such as natural disasters have impacted students, never has anything this drastic been studied. In this study, I found that the classroom alterations that special education students experienced during the COVID-19 pandemic in compliance with safety guidelines were not conducive to their learning. Furthermore, the guidance offered from the federal level was overall low in specificity and mandatoriness, leading to high levels of discretion in how to alter practice. This led to high levels of variation across schools and many different interpretations of how to implement IDEA in the altered setting. Therefore, in drastic contextual changes, policymakers should consider enacting policy that allows for an appropriate amount of discretion while also ensuring that the necessary parts of the policy will be effectively implemented in the classroom.
