Bencana (alam) dapat menghambat kemajuan dan pencapaian pembangunan berkelanjutan suatu bangsa. Belum lagi seperti yang telah dinyatakan Pandey dan Okazaki (2005) bahwa pembangunan infrastruktur fisik juga dapat merupakan sumber risiko bencana jika tidak dirancang dengan hati-hati. Dari perspektif ini, manajemen bencana merupakan sebuah opsi krusial yang harus dilakukan secara komprehensif. Filosofi pendekatan proaktif dalam manajemen bencana pada hakikatnya lebih rasional. Bukankah mencegah lebih baik ketimbang mengobati? Dalam konteks ini, mereduksi risiko dampak bencana sudah barang tentu harus dijadikan pilihan daripada ‘menanti’ bencana terjadi tanpa adanya upaya yang sistematis. Pendekatan proaktif juga berupaya mempromosikan komunitas/masyarakat yang rentan untuk terlibat dalam setiap tahapan manajemen bencana: pencegahan, mitigasi, kesiapsiagaan, respons dan pemulihan. Beranjak dari rasionalisasi tersebut, maka manajemen bencana merupakan bagian yang tidak terpisahkan dari proses pembangunan dan pengelolaan sumberdaya lingkungan (alam) untuk keberlangsungan kehidupan komunitas di area rawan bencana. Penanganan atas penyebab fundamental dari bencana akan berkontribusi pada perbaikan kualitas hidup masyarakat dan lingkungan secara keseluruhan. Di sisi lain, teori administrasi publik memang tidak mungkin dapat memprediksi bencana alam. Tetapi beberapa teori administrasi barangkali lebih applicable untuk beberapa jenis bencana alam daripada yang lain. Perlu diyakini bahwa teori administrasi publik dapat memainkan peran yang lebih signifikan dalam manajemen bencana. Mitigasi bencana, misalnya, dapat mengacu pada teori administrasi publik meski seringkali juga dipengaruhi oleh wawasan interdisipliner. Untuk itu, sasaran pembaca buku ini di samping dari disiplin ilmu administrasi publik juga dapat bermanfaat bagi mereka dari bidang ilmu lain yang hendak memahami Manajemen Bencana berpendekatan proaktif.

SASB's Technical Bulletin on Climate Risk is designed to help investors better understand, measure and manage their exposure to climate-related risk. The research finds that climate change affects 72 out of 79 industries (93 percent of the capital markets, or $27.5 trillion) but manifests differently from one industry to the next. Due to the ubiquity of climate risk, investors can't simply diversify away from it; instead they must focus on managing it-and on encouraging portfolio companies to manage it-in all its forms. The foreword to the guide, authored by former Secretaries of the Treasury Robert Rubin and Hank Paulson, emphasizes the need for better disclosure. "If investors are to effectively evaluate climate risk, they need a far better understanding of granular, industry-specific climate impacts, with industry-specific standards by which to evaluate corporate performance on these issues. By adopting a set of industry-based market standards for disclosure, especially in SEC filings, investors will be able to accurately compare and contrast companies," they write.
