Papua New Guinea (PNG) is a richly diverse society undergoing intense economic and social transformation. With more than eight hundred different languages spoken among a population of over eight million people, divided into more than one thousand ethnic clans, PNG is the most heterogenous country in the world. The World Bank Group's (WBG's) country partnership framework (CPF) for the Independent State of Papua New Guinea for FY19-FY23 is anchored in the government's Vision 2050, the PNG development strategic plan 2010-2030, and the third medium-term development plan for 2018-2022 (MTDPIII). To support the government in achieving the twin goals, the CPF envisages supporting the government of PNG in pursuing sustainable and inclusive growth and building resilience to shocks across three strategic focus areas: (i) improving macro and fiscal resilience; (ii) ensuring more effective and inclusive service delivery, particularly in underserved areas; and (iii) enabling private sector development and inclusive growth in non-resource sectors. Addressing governance and institutional challenges will be a cross-cutting theme to the program. Close collaboration between the World Bank, the International Finance Corporation (IFC), and the Multilateral Investment Guarantee Agency (MIGA) will be emphasized, with a particular focus on strengthening the business environment and job creation in PNG.

This report provides an overview of the context for REDD+ in Papua New Guinea. It describes the main drivers of deforestation and degradation, the institutional and political economic context within which REDD+ is being developed, and maps the evolution of a national REDD+ strategy and associated policy and legislation during 2008–2012. It highlights the opportunities and challenges of developing policies that can provide climate-effective, cost-efficient and equitable REDD+ outcomes for Papua New Guinea. Papua New Guinea’s system of customary land tenure provides both enormous opportunities and challenges for REDD+. Gaining the free, prior and informed consent of customary landowners who own the forests that REDD+ initiatives are designed to protect and developing equitable benefit-sharing mechanisms will be a key challenge. Corruption and a lack of transparency and accountability within the government are significant problems for the country to overcome. Political instability and capacity constraints within the public service also pose challenges to the smooth and steady development and implementation of REDD+ policies. While there appears to be a growing national discourse around good governance and anti-corruption, a complex political economy has thwarted many previous attempts at forest policy reform in the country and REDD+ is likely to face significant opposition from those who currently benefit from the unsustainable exploitation of the country’s forests. But the outlook for REDD+ in Papua New Guinea need not be pessimistic. Many different stakeholder groups including government agencies, civil society organisations, donors, private sector actors and research institutes support the concept of REDD+ in Papua New Guinea. Despite some early missteps in terms of broad stakeholder engagement and national ownership over the policy process, the government has shown genuine progress in developing a transparent and accountable governance structure that can, and is, incorporating the perspectives of multiple stakeholders. Occasional Papers contain research results that are significant to tropical forest issues. This content has been peer reviewed internally and externally. If smallholder farming households in Papua New Guinea achieve higher crop productivity levels, progress will be made along several dimensions of the development vision for PNG – increasing GDP for the agricultural sector and the overall economy; driving growth, diversification, and transformation of local rural economies; improving food consumption; and reducing poverty. In this paper, we examine recent data on yields for the most important crops grown in PNG, assess what yields might be achieved based on productivity data from areas of Indonesia with similar growing conditions, and sketch where policy reforms could provide incentives and access to technologies to achieve higher crop yields by all farmers across PNG.

Papua New Guinea showed solid economic growth, supported by greater political stability, fiscal framework, and a healthy banking sector. Executive Directors encouraged the authorities to consider tighter macroeconomic policies in the face of rising inflation pressures and also stressed the need of a tight fiscal policy. They welcomed the Sovereign Wealth Funds (SWF), and considered it important to integrate the use of resources in the SWF into the budget and macroeconomic framework, supported by strong fiscal institutions. Directors observed that Liquefied Natural Gas (LNG) and other resource projects provide an opportunity to raise long-term growth and living standards.

This book is a sequel to the World Bank's World Development Report 2013: Jobs. The central message of that report was that job creation is at the heart of development. Jobs raise living standards and lift people out of poverty, they contribute to gains in aggregate productivity, and they may even foster social cohesion. In doing so, jobs may have spillovers beyond the private returns they offer to those who hold them. Poverty reduction is arguably a public good, making everybody better off; higher productivity spreads across co-workers, clusters, and cities; and social cohesion improves the outcomes of collective decision-making. But which jobs make the greatest contribution to development and what policies can facilitate the creation of more of these jobs? There is no universal answer - it depends on the country's level of development, demography, natural endowments, and institutions. This volume explores the diversity of jobs challenges and solutions through case studies of seven developing countries. These countries, drawn from four continents, represent seven different contexts - a small island nation (St. Lucia), a resource-rich country (Papua New Guinea), agrarian (Mozambique), urbanizing (Bangladesh), and formalizing (Mexico) economies, as well as young (Tunisia) and aging (Ukraine) populations. Using methods drawn from several branches of economics and the social sciences more broadly and analyzing a wide range of data, the authors show the different ways in which jobs have contributed to social and economic development in the countries they have studied and how they can contribute in the future. The policy priorities vary accordingly. They often extend well beyond traditional labor market instruments to include policy areas not typically considered in national growth strategies.
