Research has shown that increased parental involvement enhances student achievement. Throughout the educational system, efforts have been made to involve parents in various activities, to keep parents informed of student progress and to enlist parents as partners in the education of their children. Although knowledge has certainly informed the practice, many children are not receiving the support they need to succeed and many parents and teachers still do not know what to do. Some parents want to be involved but do not have the time to be actively involved while still others have neither the skills nor the language. Further, teachers need support in their efforts to involve parents. Relatively little has been done through the use of technology, particularly telecommunications. This case study research documents the implementation of a technologically innovative web-based school program, Homeworks.net , to keep parents in an urban middle class community informed of student activities, projects, progress and problems. Six teachers and 28 parents (approximately 20%) of fourth and fifth graders in a NYC public school participated in the study. After installation and training, a series of interviews were conducted with parents, teachers, the principal and the software representative. These and the documented communications (email and web-based calendar) between home and school were subsequently analyzed to develop a holistic picture of parent/teacher communications. The findings showed that although parents and teachers believe that person-to-person and telephone communications were better, they rated email correspondence more favorably than notes sent home through students. Parents expressed the need for better and speedier information that could be delivered by a robust web-based class calendar which provides information about class work, homework, projects and events. The data collected demonstrates the diversity of parental viewpoints, and suggests that many forms of intervention are needed to encourage parent involvement in schools. Faulty technology and internet connectivity impeded the study and point to the need for a well-planned, technologically-supported infrastructure. Teachers also need professional development to support the use of newer technologies. Recommendations for further research and future web-based implementations are discussed.
