Based on an analysis of media content from selected periods in 1986 and 1996, this study examines the changing nature of parliamentary and political coverage in Britain, Germany and France. The comparison of the output suggests that although there are differences in political structures and media practices, there are also important similarities, such as a reduction in the length of politicians' sound-bites on television, and changes in the make-up of newspapers which affect the nature of parliamentary and political coverage. The findings are placed within a broader context of a continually changing relationship between political institutions and actors in the media.

This volume contributes to the debate within the EU over the democratic deficit. Why is it that the European Parliament - surely a mechanism for democratic control - is either ignored in British mass media or treated as a gravy train? Based on 46 long interviews with British MEPs, a picture emerges of British MEPs being ignored by British national media but able to secure constituency media coverage and influence. Additionally, in different constitutional settings, the same picture emerges in Belgium and the Republic of Ireland. The research suggests that political elites in EU member countries are anxious to control the visibility/influence of the European Parliament, not merely via the Council and Commission, but also by managing their national media into dismissive attitudes towards the Parliament.

Contrary to widespread rhetoric of deregulation, the media are objects of increased global policy. Generators of cultural spheres, within which social consensus is formed, the media are shaped by national and supranational agencies of questionable legitimacy. Policy delineates the form and content of global communications impinging on cultures, discourses and consciousness; yet, citizen representation in processes of policy-making remains fragmentary. In this insightful study, the author examines the role of the European Parliament, as the only international organisation directly accountable to and elected by citizens, in the formation of media policy. This critical account of supranational representation identifies the structural and ideological dynamics of powers in European media policy. Through detailed examination of major policies, the author demonstrates the conditions under which supranational representation can offer a resisting force to unaccountable global powers, and the ways in which it can contribute to system transformation and defend communication spaces.

"This paper is concerned with women parliamentarians. It discusses the way they are portrayed in the media and whether a shift has occurred from a focus on women as political novelties, with much interest devoted to their appearance, family life and housekeeping skills, to women politicians being taken more seriously and treated in largely the same manner as their male colleagues. This paper also compares the different ways political parties have responded to the unequal partifipation of women in parliament, notably their attitude to the use of quotas. It examines the barriers that hinder women's entry into politics, especially in the context of the 2007 NSW election. How many women were preselected? Were they preselected to marginal or safe seats? How many were successful in their bid for election?"--p. 1.

This book analyzes the social legitimacy deficit of the European Parliament (EP) in the United Kingdom and Greece. It does so by considering it, partially, a communication deficit, and by addressing the relevant inadequacies of its communication and media relations performance. Following this approach, the book identifies and critically analyzes the problems that the European Parliament is facing in communicating and portraying itself to news websites in the United Kingdom and Greece, and offers potential solutions to the issues presented. The book provides an initial comparison of the scale of the problems that the EP is facing in its communication and media relations performance in Greece and in the United Kingdom, focusing on a number of prominent, carefully selected, impartial or pro-European websites. The failures of the EP to secure adequate levels of visibility on these websites automatically signify serious basic weaknesses in its communication strategy. This book identifies those weaknesses, their causes, and presents solutions on how to solve them. Therefore, this book is a must-read for students and scholars of political science and media communication, as well as policy-makers and practitioners interested in a better understanding of the European Parliament's social legitimacy and communication deficit.

In theory, parliamentary elections are a contest between political parties whose leaders do not have a separate identity from their party in the public eye. This case study of Britain shows that this theory no longer holds; the dynamics of parliamentary elections have become more 'presidential' in the sense that the leaders of the major parties now figure more prominently on both media coverage of the campaign and in the party that voters choose at the polls. The implications for our understanding of parliamentary democracy are discussed.

This comparative study brings together academics and practitioners who work in the field of media and elections to provide a set of national case studies and an analysis of the legal and regulatory frameworks that are employed by nation states to ensure that the media perform according to certain standards during election periods. In setting out the legal and regulatory framework each chapter provides an account of the socio-political conditions and media environment in each of the countries and subsequently details the laws that govern the print and broadcast media during election campaign periods. The countries included are France, Germany, Italy, Russia, South Africa, the United States, and the United Kingdom. A set of reflections by a Member of the European Parliament and a set of recommendations for good practice in media and elections are also included. Thus, the book is organized to provide a practical guide so that it can be used as a handbook.
