Many current threats to security arising from terrorism, 'rogue' states and civil wars are highly complex and often transnational in nature and effect. Such threats can no longer be meaningfully addressed at the national level alone but require an international response. Since the end of the Cold War, the use of force under international auspices (UN, NATO, EU) has increased substantially. However, such actions have not necessarily been accompanied by improvements in their democratic accountability. Pre-existing problems and inadequacies of parliamentary oversight of armed forces and use of force at the national level of many democratic states are mirrored, and even magnified, at the international level. The effect of imperfect democratic controls at the national level and the challenges to provide transparent and accountable multilateral responses results in the so-called double democratic deficit of the international use of force. Each chapter in this innovative work analyses the challenges of parliamentary and democratic supervision of international security structures and puts forward proposals on how to improve democratic accountability of multinational responses to complex security challenges.

The purpose of the book is to investigate parliaments’ capacity to oversee government activities, policies and budget legislation. Parliamentary democracy is the most common way of organizing delegation and accountability in contemporary democracies. Yet knowledge of this type of regime has been incomplete and often unsystematic. Delegation and Accountability in Parliamentary Democracies offers new conceptual clarity on the topic. Taking principal-agent theory as its framework, the work illustrates how a variety of apparently unrelated representation issues can now be understood. This procedure allows scholarship to move well beyond what have previously been cloudy and confusing debates aimed at defining the virtues and perils of parliamentarism. This new empirical investigation includes all seventeen West European parliamentary democracies. These countries are compared in a series of cross-national tables and figures, and seventeen country chapters provide a wealth of information on four discrete stages in the delegation process: delegation from voters to parliamentary representatives, delegation from parliament to the prime minister and cabinet, delegation within the cabinet, and delegation from cabinet ministers to civil servants. Each chapter illustrates how political parties serve as bonding instruments which align incentives and permit citizen control of the policy process. This is complemented by a consideration of external constraints, such as courts, central banks, corporatism, and the European Union, which can impinge on national-level democratic delegation. The concluding chapters go on to consider how well the problems of delegation and accountability are solved in these countries. In recent decades, we have seen an explosion in expectations for greater accountability of public policymaking. But, as accountability has increased, trust in governments and politicians has fallen. By focusing on the heart of public accountability--the reason-giving by policymakers for their policy decisions (i.e. deliberative accountability)--this work offers an empirical route for understanding why more accountability may not always deliver more public trust. The focus is on the British Parliament, where both the Treasury Select Committee and the House of Lords Economic Affairs Committee hold hearings on monetary policy, financial stability, and fiscal policy. The intent in these hearings is to challenge policymakers to explain their decisions, and thus the dialogue is expected to be deliberative. But how do we judge the quality of this deliberative accountability? Three metrics are explored and measured: respect, non-partisanship, and reciprocity. The approach is multi-method, including (1) quantitative text analysis to gauge the verbatim transcripts in committee hearings; (2) qualitative coding combined with an experimental design to gauge the role of nonverbal communication in the hearings; and (3) interviews with the MPs, peers, central bankers, and Treasury officials who participated in the hearings. The first method measures the content of 'what' was said, the second examines 'how' the words and arguments were expressed, and the third provides a more reflective 'why' component by asking participants to explain their motivations. This merging of the 'what', the 'how', and the 'why' offers a novel template for studying both accountability and deliberation.
