Pemilu 2019 untuk pertama kalinya diselenggarakan dengan skema serentak. Dalam skema ini, pemilihan anggota legislatif dan pemilihan presiden dan wakil presiden dilaksanakan dalam waktu bersamaan. Skema ini berbeda dengan skema pemilu-pemilu sebelumnya di era reformasi, yakni pemilihan legislatif pelaksanaannya mendahului pelaksanaan pemilu presiden dan wakil presiden. Dengan skema keserentakan, yang dicermati adalah bagaimana partai politik menyiapkan calon atau kandidatnya baik untuk pemilu legislatif maupun pemilu presiden. Bagi partai politik, untuk mendapatkan calon-calon yang akan diajukan dalam surat suara pemilu dilakukan melalui proses seleksi. Selain kandidasi, partai politik juga membangun koalisi untuk mengajukan calonnya dalam pemilihan presiden. Buku ini mengkaji mengenai kandidasi dan koalisi partai politik pada Pemilu Serentak 2019. Di dalamnya membahas sistem pemilu serentak, kandidasi untuk pemilihan legislatif tingkat pusat, kandidasi pemilihan presiden, dan koalisi partai politik.

Analisa terhadap teori, sistem dan praktik pemilu, baik pada pemilu presiden/wakil presiden maupun pemilu legislatif (DPR, DPRD dan DPD) menunjukkan sejumlah distorsi dan problematik dari sisi sistem dan bekerjanya sistem pada semua sistem pemilu, baik pada sistem pemilu presiden maupun sistem pemilu legislatif. Selain itu, buku ini juga mencoba membandingkan hasil pemilu serentak dengan pemilu terpisah (Pemilu 2014) dengan tujuan agar para pembuat kebijakan kepemiluan di Indonesia tidak terjebak pada simplifikasi asumsi, dan menjadikan praktik Pemilu 2019 sebagai pembelajaran (benchmarking) bersama dalam menyusun desain keserentakan pemilu di masa akan datang. Tujuannya untuk menghindari distorsi dari keserentakan pemilu yang didesain secara asal-asalan sehingga dalam praktiknya justru akan menimbulkan problematik dan tidak bisa mencapai harapan yang diinginkan.

Since the fall of long-reigning President Soeharto, in 1998, Indonesia has been in an era of transition, away from an authoritarian regime, and on a quest for democracy. This quest started with decentralization laws implemented in 2001, which gave greater autonomy to the regions, and continued with the direct elections for the national and local legislatures and the President in 2004. The latest development in this democratization process is the implementation of a system for the direct election of regional leaders, which began in 2005; the first round of elections across the nation for all governors, mayors and district heads was completed in 2008. Authors of the chapters in this volume, the result of a workshop in Singapore in 2006, present data from across the archipelago for these first direct elections for local leaders and give their assessment as to how far these elections have contributed to a deepening democracy.

This book studies the challenges to conventional politics posed by new ways of selecting candidates for legislative elections.
