Die politische Soziologie und die politische Wissenschaft beschäftigen sich in zunehmen dem Maße mit Erscheinungen des politischen und sozialen Wandels von Herrschafts und Gesellschaftsstrukturen. Den Tendenzen zur Veränderung und Umstrukturierung von Teilsystemen stehen jedoch häufig Beharrungstendenzen anderer gesellschaftlicher Teilbereiche gegenüber. Sozialer Wandel schließt deshalb latente und manifeste Kon flikte ebenso ein wie sich in industriellen Gesellschaftsordnungen immer wieder neu bildende Differenzierungsprozesse. Der geistige, politische und soziale Wandel ist nicht auf Gesellschaftssysteme des Westens und auf die Entwicklungsländer beschränkt. Er kann heute als weltweite Erscheinung angesehen werden. Die Dynamik der Veränderung tradierter Strukturen ist auch in der Sowjetunion, in den osteuropäischen Gesellschaften und in der DDR zu beobachten. Sie wird durch das Postulat der Funktionstüchtigkeit von Wirtschaft und Gesellschaft, das heute wohl die überwiegende Zahl der kommunistischen Parteiführer im Ostblock vertritt, womöglich noch gesteigert. Die vorliegende Studie versucht, die sich wandelnde Welt des Ostblocks in einem politisch-sozialen System, der DDR Gesellschaft, zu erfassen. In der DDR sind heute die Kräfte der Dynamik denen der Beharrung und der Statik vielleicht in besonders starkem Maß konfrontiert. Deshalb ist diese Gesellschaft in ihrer Vielschichtigkeit ebenso widersprüchlich wie für den Analytiker reizvoll. Im vorliegenden Zusammenhang stellt sich vor allem die Frage, wie die aus dieser Konfrontation resultierenden Konflikte gelöst werden, welche orga nisationspolitischen Konsequenzen in einem System gezogen werden, das dem Zwang, funktionieren zu müssen, in besonderem Maße ausgesetzt ist.
