En este estudio presentamos experiencias reales de democracia participativa en el funcionamiento de las instituciones del Estado, lo público-social, para el diseño, control y ejecución de políticas públicas. El poder social sirve a la sociedad organizada para actuar por sí misma en la esfera pública, restringe el abuso de poder y obliga a gobernantes, funcionarios y empresarios a ceñirse al interés público; orienta los recursos públicos hacia necesidades colectivas con sentido redistributivo haciendo partícipes a las comunidades en la gestión de sus problemas.
