This book looks at the structural causes of America's present educational malaise and proposes a reconceptualization of public education policy. The United States educational system has been caught in a highly unproductive trap because education has been delegated to a government agency and allowed to be managed through a bureaucratic chain of command. Political accountability, labyrinthine organization, and professionalization have all combined to disempower the key actors: teachers, students, parents, and other community members. The author proposes a partnership model, in which education is the shared responsibility of families, of students themselves, and of other elements of the community. Although schools and school systems would remain, all roles and functions would be redefined to give priority to the interactions and motivations essential to teaching and learning. In three major sections, the book (1) criticizes the present model; (2) proposes the partnership model; and (3) applies this model to such issues as equal opportunity, community control, vouchers, school size, busing, bilingual education, minimum competency testing, sex education, and censorship. There are so many ideas in this book that choosing a few to highlight here is as difficult as tasting only three items from a smorgasborg after a fast. . . . [Jones and Maloy's] comments will prompt knowing nods of the head from most who have experience with partnerships, and they provide starting points for novices' serious consideration. For example, the book raises critical questions about different approaches to partnerships. Should partnerships be primarily grass-roots efforts with little top-down control? If so, what issues are off limits to governance bodies? If partnerships can bring about improvements suggested, should they become a way of life for university-school relations? If so, how can long-term partnerships maintain the insider-outsider perspectives Jones and Maloy argue for so persuasively? . . . Partnerships for Improving Schools addresses these and many other questions. Most importantly, perhaps, it forcefull and directly reminds us that equity is the central criterion agains which to measure educational progress. Teachers College Record In this volume Jones and Maloy present a comprehensive framework for viewing, understanding, and participating in school improvement partnerships. Based on their fifteen years of experiences with various collaborative projects, the authors demonstrate ways to sustain agreements over time through mutually beneficial activities between teachers and members of outside organizations. Interactive partnerships generate formal and informal learning for participants that lead to evolving understandings about personal behaviors and organizational climates, and the new purposes yield strategies and structures for educational reform.

As the importance of public education increases both globally and nationally, partnerships between schools and their community become key to each other's success. Examining the intersection of schools with their communities reveals the most effective strategies for supporting school populations that are traditionally marginalized or underserved in both rural and urban areas. Cases on Strategic Partnerships for Resilient Communities and Schools is an essential publication that uncovers the problems and pitfalls of creating strategic partnerships between schools and other members of the community in which the schools are situated that include for-profit businesses, not-for-profit entities, and private organizations. The book reveals that schools that are thriving effectively do not do so in isolation but as vibrant members and centers of the communities in which they serve students and families. Moreover, it examines the difficulty in advocating for the schools and the leadership of the schools within these communities so that they can be better served. Highlighting a wide range of topics including leadership, community-based outreach, and school advocacy, this book is ideally designed for teachers, school administrators, principals, school boards and committees, non-profit administrators, educational advocates, leadership faculty, community engagement directors, community outreach personnel, entrepreneurs, researchers, academicians, and students.
