PASSER IV is a program for timing traffic signals in networks based on progression bandwidth optimization. This manual describes how to use PASSER IV-96, Version 2.1, to obtain optimal signal timings. PASSER IV is capable of optimizing signal timings for arterials as well as multi-arterial closed-loop networks. The program explicitly handles one-way and two-way arterials in a network and thus is able to deal with conventional and three-level diamond interchanges in isolation or as subnetworks within a larger network of arterials. The program is composed of two modules: the user interface and the optimization module. The user interface is extremely easy to use and provides the following features: file management functions, data entry/edit modes, graphic display of network, running the optimization routine, and running the TRANSYT-7F program. Further, it provides full mouse support. The optimization module performs bandwidth maximization. In addition to its own output report, the optimization routine is capable of generating input data files for use with the TRANSYT-7F program to perform bandwidth-constrained delay minimization. Thus, PASSER IV provides a network signal-timing optimization capability that was previously available only for arterial problems through the combined use of the two programs PASSER 11 and AAP.

It provides guidelines for using PASSER IV as a 1.5 generation real-time traffic control system using a test-bed from the city of Richardson, Texas. In addition, the report addresses the issue of signal timing transition and provides the description of a preliminary algorithm for finding the cost of transition. Finally, the report provides new PASSER IV developments and describes new features.

The Texas Department of Transportation (TxDOT) and many other agencies in the U.S. prefer to time their traffic signals to maximize through progression for arterial traffic. Because of this need, the PASSER series of traffic signal timing optimization software has become an important asset to these agencies. The objective of this project is to enhance PASSER V to provide the capability to analyze the impacts of unsignalized intersections, including driveways, located on signalized arterials. In projects including traffic management improvements or access management improvements, different intersections are signalized or unsignalized to achieve various operational or safety improvement objectives. With the additional feature to analyze unsignalized intersections, PASSER V users are able to make side-by-side comparisons between alternatives for these projects.

Closed-loop traffic control systems can be operated by either Time-of-Day (TOD) mode or Traffic Responsive Plan Selection (TRPS) mode. When properly configured, the TRPS mode has the potential to provide an optimal operation due to its ability to accommodate abnormal traffic conditions such as incidents, special events, and holiday traffic. TRPS mode can also reduce the need for frequent redesign/updates to signal timing plans. To date, there have not been any formal guidelines for selection of robust and optimal TRPS system parameters and thresholds. Consequently, traffic engineers usually revert to the TOD mode of operation for its ease of setup. This report provides a new methodology for robust and optimal selection of TRPS parameters and thresholds. The report presents an innovative framework of TRPS system setup following a comprehensive approach that incorporates a multi-objective evolutionary algorithm and a supervised discriminant analysis. The developed guidelines are presented in simplified tables to facilitate their implementation. Guidelines were verified by using hardware-in-the-loop simulations. Compared to just the worst possible solutions encountered during the optimization, the final solution provided a concurrent savings of 53 percent in delay and 19 percent in stops.
