Katharine Coman's "Some Unsettled Problems of Irrigation," published in March 1911 in the first issue of the American Economic Review addressed issues of water supply, rights, and organization. These same issues have relevance today 100 years later in face of growing concern about the availability of fresh water worldwide as demand grows and as supplies become more uncertain due to the potential effects of climate change. The central point of this article is that appropriative water rights and irrigation districts that emerged in the American West in the late 19th and early 20th centuries in response to aridity to facilitate agricultural water delivery, use, and trade raise the transaction costs today of water markets. These markets are vital for smooth re-allocation of water to higher-valued uses elsewhere in the economy and for flexible response to greater hydrological uncertainty. This institutional path dependence illustrates how past arrangements to meet conditions of the time constrain contemporary economic opportunities. They cannot be easily significantly modified or replaced ex post.

Water trading is a potential means to improve the productivity of developed water supplies and reconcile competing uses. Economic theory suggests that markets evolve in response to changes in supply and demand. This prediction is at odds with observed disparities in the pace of market development in regions facing similar pressures on scarce water resources. A dramatic example of this disparity is found in the regions served by the California Central Valley Project and the Colorado-Big Thompson Project. This article argues that the differences in market activity in the two areas can be explained largely by the underlying water allocation institutions. The article identifies key institutional features that affect the transaction costs of water trading and examines the roots of the institutional differences. The institutions governing market transactions today are largely a function of pre-existing property rights and political battles to build consensus and obtain federal financing for the projects. The article highlights the path-dependent nature of water allocation institutions and trading, but also suggests that complex inter-regional markets could still develop in California given ever-increasing competition for scarce water resources and advances in information technology that lower market transaction costs.

The chapters in this volume are peer reviewed editions of the papers presented at the 7th meeting of the Rosenberg International Forum on Water Policy which was held in Buenos Aires, Argentina on November 15-17, 2010. The theme for Forum VII was Water for the Americas: Challenges and Opportunities. This Forum was unique in examining the water problems of the Americas and identifying water management experience gleaned in other parts of the world that might be useful in addressing the problems of the Americas. The sessions illustrated how the water problems of the Americas are common problems, differing only in degree from basin to basin. There was unanimity among the participants about the need for all inhabitants of the Americas to work together to ensure that everyone has access to adequate quantities of healthy water supplies and to appropriate sanitation services. This volume’s approach is to identify different responses and policies that address common issues and learn from contrasts and experiences. The value and potential that this approach affords is that it provides critical judgments about what has worked well and what needs to be done to gain a better future for the Americas’ water resources and society. Some issues covered in the volume are so pressing and urgent, chief among them is serving the unserved, that any delays putting out new facilities in many a rural areas of Central America may cost lives and reduce the outlook for children.
