The book combines food security and agricultural competitiveness issues and treat them together. The motivation behind writing such a book are numerous. First, as researchers interested in both food security and agricultural competitiveness issues, we have always found a gap in the scientific literature in treating the two notions together. Second, as lecturers of various agricultural policy and food security related courses, we have many times been faced with questions related to the competitive positions of different countries and the factors lying behind these positions. Third, as economic advisors, we have been faced with the need to provide clear policy recommendations and lessons on how increase competitiveness and associated food security many times. Such a need is mainly coming from developing country policy and decision makers.We think the book is unique in many ways. First, it provides a consistent analysis of global agricultural trade patterns over 25 years. Second, it analyzes and synthetizes the definitions, concepts and measurement methods of competitiveness, covering a major gap in the current literature. Third, it establishes a link between the analysis of global agricultural competitiveness and food security, which is also an understudied area. Finally, the book provides policy lessons to increase a country’s agricultural competitiveness and food security by identifying its determinants.

Agricultural trade was already slowing in 2019 before the virus struck, weighed down by trade tensions, and decelerating economic growth. The spread of the virus and strict quarantine measures trigger economic decline that results in food prices rises and volatilities. Due to the pandemic, nearly all regions will suffer double-digit decline in trade volumes 2020. The virus will be defeated, but the effects of the protectionism outbreak would have a much longer-lasting impact on agricultural production, international supply chains, and food security worldwide. In this publication, the authors probe into many of the choices that link national, regional, and global policies extensively with the provision of food security for all in the new era of post-virus global trade. Since studying global agricultural trade has a multinational application, its outcomes might be shared with a broad international network of stakeholders, including research institutions, universities, and individual researches. The book is appropriate for government officials, policymakers, and businesses of many countries. Adaptation of research outcomes and solutions to the situation in particular countries and various collaboration formats will let to increase the visibility of the publication and to elaborate new practices and solutions in the sphere of establishing sustainable food security.

World agriculture faces a serious challenge: how to guarantee a relevant quantitative and health standard of food provision to a growing, and probably increasingly more affluent population, at the same time, reducing - or at least not increasing - the pressure on the environment and climate change. Competition for land, freshwater, energy and mineral resources, necessary to produce potassium and phosphorus fertilisers, will be tougher, as well. However, there are some strategies to meet these challenges. Coordinated and consistent actions are necessary, both on the side of demand (changes in diet and consumption patterns, and reduction in food losses) and supply in agri-food markets. In particular, it is necessary to close the existing yield gaps, improve the efficiency in the use of all resources, invest in research and agricultural implementations, and reduce losses across the entire food chains. Individual actions should be taken simultaneously and on a global scale, which, in itself, poses a serious problem. This instantly brings to mind the climate negotiations: almost everyone agrees that multilateral agreements would maximise the overall well-being, but the temptation to “get a free ride” prevails among many countries, as priorities continue to have short-term objectives and effects.

"The world's agricultural economy was transformed remarkably during the 20th century. The agricultural productivity growth that fueled this change was generated primarily by agricultural R&D financed and conducted by a small group of rich countries-especially the United States, but also Japan, Germany, and France. In an increasingly interdependent world, both rich and poor countries have depended on agricultural research conducted in the private and public laboratories of these few countries, even if they have not contributed to financing the activity. But now the rich-country research agendas are shifting. In particular, they are no longer as interested in simple productivity enhancement. Dietary patterns and other priorities change as incomes increase. Food-security concerns are still pervasive among poor people, predominantly in poor countries. In rich countries we see a declining emphasis on enhancing the production of staple foods and an increasing emphasis on enhancing certain attributes of food (such as growing demand for processed and so-called functional foods) and on food production systems (such as organic farming, humane livestock production systems, localized food sources, and "fair trade" coffee). In addition to growing differences between rich and poor countries in consumer demand for innovation, research agendas may diverge because of differences in producer and processor demands. Farmers in rich countries are demanding high-technology inputs that often are not as relevant for subsistence agriculture (such as precision farming technology or other capital-intensive methods). As well as differences in value-adding processes to serve consumer demands, differences in farm production technologies are emerging to serve the evolving agribusiness demands for farm products with specific attributes for particular food, feed, energy, medical, or industrial applications.The purpose of this volume is to document the changing institutions and investments in agricultural R&D in less-developed countries, in part to form a companion volume to Paying for Agricultural Productivity by providing a more complete global picture of the issues."
