Los ataques a la libertad han sido feroces, las redes sociales han cerrado miles de cuentas, verificadoras ideologizadas determinan lo que es verdad y lo que es mentira, Donald Trump ha sido expulsado de la presidencia de los Estados Unidos y la Agenda 2030 nos anticipa que debemos olvidarnos de comer carne y de viajar en avión. El mundo se precipita en una crisis a la que no se le ve salida, mientras China crece y las farmacéuticas obtienen beneficios fabulosos imponiendo la vacunación general incluso a los niños y animales domésticos. La inmigración ilegal se dispara, pero se limita drásticamente el tráfico legal de personas. Todos estos hechos son el producto de las políticas de las élites. ¿Qué está pasando? The pandemic has deepened existing trends in the international system, in particular the readjustment of alliances between nations and between regions. As spheres of influence disintegrate and reform, so national and regional security policies will change in unforeseen ways notwithstanding that individual state self-preservation will dominate policy choice. Three major dimensions are addressed. The first dimension is International Relations and Economy. The coronavirus has accelerated a global economic crisis comparable to those of 1929, 1987 and 2008. Are the major economic trading blocs moving to a war economy, and who might win or lose in this context? The second dimension of analysis is the growth of Information Communication. Hybrid and fragmented, especially in terms of the use of social media, the use of veiled threat and promoting discord in the form of providing provocative information on topics of the day can lead to conflict consequences and all its negative impacts. The third dimension is Geopolitical Reconfiguration. While world powers are always manoeuvring for an enhanced military and economic position, the pandemic offers new opportunities to capitalise on the changing power balance. Historians have long recognized epidemics to be a significant, though sometimes hidden, factor in the fortunes of societies and civilizations. The study of epidemics heightens our understanding of relationships between economic systems and living conditions. It illuminates the ideologies and religious beliefs of the affected community and illustrates the efforts and inadequacies of public health systems. This investigation of the history of epidemics in various parts of Peru during the twentieth century opens up a new field for Latin American studies to include health and disease. These are important areas of the past that enable us to understand better the living conditions of people, the role of state authority and the dynamics of social movement. Marcos Cueto examines five series of epidemics: the bubonic plague of 1903-1930; the fever epidemic of 1919-1922; the typhus and small pox epidemics in the Andes; attempts to control and eradicate malaria, and the cholera epidemics of 1991. In each case he studies the biological and ecological factors that caused the outbreak, and the techniques and policies applied to fight it, together with the response of the affected society. The experience of epidemics in Peru has been cyclical. Poverty breeds disease which in turn results in further poverty. One of the aims of this study is to highlight areas of success and failure in the fight against epidemics in the hope that such awareness may help break this vicious circle.
