O AUTOR DO LIVRO: é Doutor em Ciências Policiais de Segurança e Ordem Pública e especializado em Polícia Comunitária e Direitos Humanos, com larga vivência profissional nestas áreas desde 1984. É formado pela Academia de Polícia Militar do Barro Branco, onde também lecionou de 1994 a 2003, colaborando na formação dos Oficiais da Polícia Militar do Estado de São Paulo. SÍNTESE DO LIVRO: apoiado nos princípios de Direitos Humanos e de Polícia Comunitária por meio do policiamento orientado para a solução de problemas e ações pacificadoras, o autor discorre sobre o desenvolvimento do Projeto Comunitário Paz na Família de Assistência e Orientação à Família, de parceria entre a Polícia Militar e os organismos sociais, dos quais as igrejas figuraram com maior adesão ao projeto, dentre outras microcomunidades voluntárias, estruturadas e organizadas, principalmente do seguimento evangélico, levando apoio às famílias em situação vulnerável e sob desorganização, propensas a conflitos domésticos constantes. O Projeto Paz na Família realiza ações comunitárias de parceria entre polícia e os organismos sociais, principalmente as igrejas que realizam ações voluntárias e pacificadoras que buscam a qualidade de vida, desenvolvendo ações sociais de assistência e orientação às famílias envolvidas em ocorrências de conflito domiciliar. Essas ações são decorrentes dos atendimentos feitos pelos policiais militares a essas ocorrências. Os policiais militares lavram os Boletins de Ocorrência Policial-Militar (BOPM) que, posteriormente irão fornecer os dados para o comandante de Companhia PM, como gestor de segurança pública local, coordenar a execução do Projeto, mobilizando ações comunitárias assistenciais ou de orientação à família por meio do voluntariado exercido pelas microcomunidades estruturadas e organizadas parceiras nas ações do projeto, dispondo de agentes comunitários que realizam de forma voluntária e gratuita, atividades diversificadas junto às famílias e à pessoa humana. Essas atividades são de cunho filantrópico e assistencial, de orientação e aconselhamento, de encaminhamento e acompanhamento de pessoa a órgãos ou instituições, até patrocinando internações em instituições de apoio a dependentes químicos ou a pessoas desprotegidas, etc. Com o desenvolvimento do projeto, o autor constatou duas situações positivas: a família envolvida em conflito domiciliar, após assistência do projeto, não mais reincidiu em ocorrências domiciliares e os policiais ficaram menos empenhados no atendimento desse tipo de ocorrência, permanecendo mais tempo no patrulhamento preventivo e disponíveis para o atendimento de ocorrências policiais de cunho criminal. A obra serve como exemplo de boas práticas para diagnosticar as incidências das ocorrências domiciliares, identificando os endereços reincidentes, objetos de interesse do projeto, direcionando a atuação dos agentes comunitários voluntários. A experiência do projeto se baseou nos casos registrados em BOPM nos bairros de Pirituba, Pereira Barreto e Vila Zatt, de 2006 a 2008, envolvendo ocorrências de desinteligência ou desentendimento, ameaça, agressão e lesões corporais havidas no ambiente domiciliar e envolvendo familiares. O autor, como coordenador do projeto, identificou a frequência e o perfil das pessoas envolvidas nessas ocorrências para melhor direcionamento das ações dos voluntários e os resultados e os efeitos produzidos pela execução do projeto na comunidade e no policiamento foram muito satisfatórios, pois houve redução da incidência dessas ocorrências. O Projeto Comunitário Paz na Família se orienta pelo planejamento estratégico da Polícia Militar, alinhando-se estrategicamente à política do governo estadual para a Segurança Pública, colaborando para reduzir a sensação de insegurança, por meio da participação comunitária, ampliando canais de envolvimento da sociedade nas ações que colaboram com a segurança pública, sob orientação doutrinária de Polícia Comunitária e dos Direitos Humanos. .
