The history of development is one marked by insecurities, violence, and persistent conflict. It is not surprising, therefore, that development is now thought of as one of the central challenges of world politics. However, its complexities are often overlooked in scholarly analysis and among policy practitioners, who tend to adopt a technocratic approach to the crisis of development and violence. This book brings together a wide range of contributions aimed at investigating different aspects of the history of development and violence, and its implications for contemporary efforts to consolidate the development-security nexus. From environmental concerns, through vigilante citizenship, to the legacies of armed conflicts during and after decolonization, the different chapters reconstruct the contradictory history of development and critically engage contemporary responses and their implications for social and political analyses. In examining violence and insecurity in relation to core organising principles of world politics the contributors engage the problems associated with the nation state and the inter-state system and underlying assumptions of the promises of progress. The book offers a range of perspectives on the contradictions of development, and on how domination, violence and resistance have been conceived. At the same time it exemplifies the relevance of alternative methodological and conceptual approaches to contemporary challenges of development. This book was published as a special issue of Third World Quarterly.

Results of the 2007 Nuremberg Conference on Peace and Justice: Tensions between peace and justice have long been debated by scholars, practitioners and agencies including the United Nations, and both theory and policy must be refined for very practical application in situations emerging from violent conflict or political repression. Specific contexts demand concrete decisions and approaches aimed at redress of grievance and creation of conditions of social justice for a non-violent future. There has been definitive progress in a world in which blanket amnesties were granted at times with little hesitation. There is a growing understanding that accountability has pragmatic as well as principled arguments in its favour. Practical arguments as much as shifts in the norms have created a situation in which the choice is increasingly seen as "which forms of accountability" rather than a stark choice between peace and justice. It is socio-political transformation, not just an end to violence, that is needed to build sustainable peace. This book presents the protracted right to self-determination conflict between the Philippine state and the Bangsamoro group in Mindanao, Philippines. In the five decades of attempts to achieve peace, a key element is the Bangsamoros’ search for a kind of development that is compatible with their aspirations for freedom and their future. This book presents a study of the Bangsamoro communities and their social constructions of conflict, peace and development. It examines the viability of the sustainable human development framework for application in their challenging realities. The usefulness of the sustainable human development framework lies not only in its use of human development parameters like the Human Development Index. It also provides an approach towards development that synergizes with the sustainable peace framework – an imperative for Mindanao. At the centre of this approach is the Participatory Rural Appraisal and Participatory Learning and Action methodology for eliciting responses, stimulating discussion, documenting verbal and non-verbal ideas and carrying out small-scale projects to demonstrate community participation. The book concludes with two main points: that (a) both sustainable human development and peacebuilding are mutually reinforcing frameworks aimed at achieving the same human development goals, and (b) the pursuit of the right to self-determination is enhanced, as both frameworks are combined to provide a context for the attainment of peace in Mindanao.

The war originated from the inequalities within the country that drove the Revolutionary Armed Forces of Colombia - People's Army (Spanish acronym FARC) to oppose the government. The FARC was formed by uprising peasants and members of the Colombian communist party and was hence strongly left-wing oriented. The government has always been positioned on the far right and was supported by various paramilitary groups. The war deepened existing inequalities and illegal groups gained significant power by means of corruption and drug trafficking. It was only after five decades that in 2016 an agreement could be reached between the leader of the FARC and the former president of Colombia, Juan Manuel Santos. Millions of Colombians found hope in this agreement for the end of rural deprivation due to lasting peace. But is a peace agreement capable of achieving such an outcome? Being the oldest democracy in South America, the rule of law has existed in Colombia for a long time. Paradoxically, Colombia is known for its quite resilient constitution from 1991 and its extensive legislative framework. But previous agreements, reforms and laws have not been able to end the conflict. Against this background, this paper intends to examine the relationship between law and development using the peace agreement as an example. The paper will focus on Chapter One of the Agreement which contains the Comprehensive Rural Reform (CRR) and attacks the root causes of the armed conflict. This is why it is the part of the Agreement most likely to achieve sustainable development.When speaking of sustainable development, I am referring to a “development that meets the needs of the present without compromising the ability of future generations to meet their own needs”. In order to understand whether such a development can be achieved through a peace agreement, the paper is structured into four main sections. Following the introduction Colombia’s historic background will be discussed to create an understanding of current issues in the country’s development. Second, I am going to outline the content of the CRR and see whether it addresses the named problems. Section 3 shows how far the implementation process of the CRR has gone so far. In the final part I will analyze the implementation progress and explain causes for delays.
