Ideological differences among political parties result in consistently different understandings of the national interest, Brian C. Rathbun shows. These differences between parties are critical as major international events unfold. In the first comprehensive treatment of the effects of partisan politics in foreign affairs, Rathbun examines domestic party disagreements across the 1990s in Britain, France, and Germany regarding humanitarian interventions and the creation of a European Union security force. The different reactions of the left and the right in the Western European nations had, for example, profound implications for the resolution of conflicts in Bosnia and Kosovo. Rathbun argues that leftist parties, compared to their rightist counterparts, believe less in the efficacy of force, are more willing to rely on multilateral cooperation to realize their goals, and have a broader conception of the national interest that includes the promotion of human rights abroad. Cultural factors, such as a nation's unique history with the use of force, do not constrain partisan debate but rather make particular issues controversial and help parties resolve value conflicts. Partisan Interventions is based on interviews with dozens of senior party and government officials. Rathbun draws on the experiences of former foreign and defense ministers, heads of the armed services, ambassadors to the United Nations and NATO, and party spokespersons on foreign and defense policy.

First published in 1997, this volume responded to the peace process of the 1980s and 1990s between Great Britain and Northern Ireland, emerging just prior to the 1998 Good Friday Agreement. It constituted one of the first major academic examinations of the attempts to bring peace to Northern Ireland in the 1990’s, and explores the historical origins of the process, before moving towards a critical account of the role of political parties in the development of the peace process. Critics have argued equally that the process was a sham, tactically repositioning Irish republicanism, and that it provided a framework for reconciliation or even conflict resolution. This book outlines the political changes which allowed the peace process to develop, along with analysing specific themes divided into three broad sections: the general aims of the peace process, the political perspectives and the issues under discussion. Aiming to promote discussion, these contributors explore the origins and function of the peace process, followed by an analysis of political perspectives including the Unionists, the SDLP and Irish Republicanism. This book explains the tragic role of international peacemaking in reproducing violence and political authoritarianism in Sudan and South Sudan. Sharath Srinivasan charts the destructive effects of Sudan’s landmark north–south peace process, from how it fuelled war in Darfur, the Nuba Mountains and the Blue Nile to its contribution to Sudan’s failed political transformation and South Sudan’s rapid descent into civil war. Concluding with the conspicuous absence of ‘peace’ when non-violent revolutionary political change came to Sudan in 2019, Srinivasan examines at close range why outsiders’ peace projects may displace civil politics and raise the political currency of violence. This is an analysis of the perils of attempting to build a non-violent political realm through neat designs and tools of compulsion, where the end goal of peace becomes caught up in idealised constitutional texts, technocratic templates and deals on sharing spoils. This book provides the first thorough examination of the peace movement in pre-World War I Germany, concentrating on the factors in German politics and society that account for the movement's weakness. The author draws on a wide range of documents to survey the history, organization, and ideologies of the peace groups, placing them in their social and political context. Working through schools, churches, the press, political parties, and other opinion-forming groups, the German peace movement attempted systematically to promote the idea that the world's nations composed a harmonious community in which law was the proper means for resolving disputes. Except for small pockets of support, however, the movement met only resistance—resistance greater, the author contends, than elsewhere in the West. Evaluating the reasons for hostility to the peace movement in Germany, he concludes that dominant features of German political culture emphasized the inevitability of international conflict, in the final analysis because Imperial Germany's ruling elites feared the domestic as well as the international implications of the movement's program.
