Bertrand de Rossanet is the pen name of a senior international civil servant who has been involved in negotiations and other activities carried out by the International Conference on the Former Yugoslavia from its earliest days. In this fascinating short book, which fits well into the Nijhoff Law Specials series, he describes and analyses the events which have taken place since 1992 with great skill, and with an understanding shared by few. Bertrand de Rossanet's long experience, together with his inside knowledge, provides a vantage point from which unique observations can be made. Nobody who wishes to comprehend the peacemaking and peacekeeping processes being played out in the former Yugoslavia, should miss reading this very special volume.

This book has emerged out of the author's experience as Director of an innovative peacemaking, peacekeeping and humanitarian initiative, the International Conference on the Former Yugoslavia, between 1992 and 1996. What was striking about this conference was the experiment of two full-time Co-Chairmen, one from the United Nations and one from the European Union, who laboured tirelessly for peace in different parts of the former Yugoslavia for three and a half years. The strategies and organization of the conference had to be pieced together from the start by the Co-Chairmen and their colleagues; only in retrospect could the question whether there might have been experiences of international peace conferences that might have been useful at the beginning of this process be reviewed. This research is contained in Part One of this book, which offers a review of the role of international peace conferences in history. Part Two contains a case study of the strategies and experiences of the International Conference on the Former Yugoslavia.

Given the support of the Mulroney government, many of the Canadian units under the United Nations in Yugoslavia were willing to bend the United Nations' rules of engagement when confronting Muslim, Serb, and Croat forces, establishing Srebrenica as a Muslim safe haven and defending it against Serb attacks. The Chretien government, however, assumed a more cautious policy. Gammer shows how understanding the government's role in this particular crisis contributes to our understanding of the role that political leadership plays in shaping Canadian foreign policy in general, as well as advancing our knowledge of the broader theoretical debates surrounding the legitimacy and effectiveness of humanitarian intervention in the internal affairs of state.

Human Rights And U N Peace Operations Yugoslavia written by Bertrand G. Ramcharan and has been published by BRILL this book supported file pdf, txt, epub, kindle and other format this book has been release on 2011-08-11 with Law categories.

This unique book, one of the first of its kind, discusses how human rights actually featured in UN peace operations in the deadly conflicts in the former Yugoslavia between 1992 and 1996. It is based on original materials in the possession of the author, who was Director of the International Conference on the Former Yugoslava from 1992 to 1996 and also served as Director of the Office of the UN Special Representative in charge of all peacemaking, peacekeeping, and humanitarian operations in the region. The book brings out the strategic centrality of human rights in the wide-ranging humanitarian operations. It shows how the peacekeepers built in a human rights dimension for the first time in the history of UN peacekeeping. And it shows how the peace negotiators sought to build their peace proposals on the foundations of human rights. It shows the peacemakers advocating justice for the victims while proceeding with their negotiating efforts. The great value of this book is that the author, who was personally involved in all of the activities he writes about, shows how human rights were instilled in practice in UN peace operations over a period of some four years and it also reveals, for the first time, some innovative ideas advanced that might be helpful in future peace operations.

The UN's record in peace operations is long, various, distinguished by both accomplishments and failures, and most importantly, innovative. Unfulfilled expectations and escalating violence in Somalia, Rwanda, and Bosnia forced retrenchment upon UN peace operations_but at the same time, a new opportunity to enhance capacities, review strategies, redefine roles, and reaffirm responsibilities has opened up. Here, a dynamic group of leading diplomats, academics, and journalists combines forces with UN policymakers and leaders including current Secretary-General Kofi Annan and former Secretary-General Boutros Boutros-Ghali to explore how the international community can improve its practice in negotiating and implementing peace. They look at what works and what doesn't in UN peacemaking and peacekeeping, and then map out alternative futures for UN action in the 21st century.

First published in 1998, this volume is a record, both by detailed statistical analysis and by personal account, of lessons learned. These lessons are only useful if they are shared to ensure that they are not relearned the hard way. Any soldier or statesman who is involved in Peacekeeping Operations and anyone involved in the future of peacekeeping in the United Nations would be well advised to use this exceptionally insightful and informative work as one of their essential reference books. It contains a rich store of analysis and sober conclusions that makes it an indispensable guide and should serve as a source of inspiration and reflection, but even more it should serve to provide guidance for future action. Biermann and Vadset have made a major contribution to the analysis of UN field operations and an important source book for the study of UN and NATO operations.

'At a time when peacekeepers are struggling to fulfil increasingly demanding mandates and UN peacekeeping is in danger of losing the distinct character that won it the 1988 Nobel Peace Prize, this important book argues for a clear theoretical redefinition within a conflict resolution framework and examines the practical implications for training. This is a valuable and original contribution to the peacekeeping literature.' - Dr. Oliver Ramsbotham, Department of Peace Studies, University of Bradford 'Both for the 'blue helmets' on the ground, and for the diplomats at UN headquarters, conflict resolution skills are essential for conducting peacekeeping operations. Betts Fetherstone's excellent study points the way forward to a synthesis between conflict management and peacekeeping?' - Hugh Miall, Research Fellow, European Programme, Royal Institute of International Affairs The prevailing over-taxed ad hoc system of peacekeeping does not meet the growing demands posed by the post-Cold War world. This volume argues that peacekeeping needs to be placed on firm conceptual footing directly congruent with its peaceful third party role. The implications of this conceptualisation of peacekeeping for practice are then discussed. Training is cited as a key means of translating conceptual understanding into practice. Without this foundation work, UN has little chance of changing its existing, and largely ineffective, system of conflict management. At a time when peacekeepers are struggling to fulfil increasingly demanding mandates and UN peacekeeping is in danger of losing the distinct character that won it the 1988 Nobel Peace Prize, this important book argues for a clear theoretical redefinition within a conflict resolution framework and examines the practical implications for training. This is a valuable and original contribution to the peacekeeping literature.
