This is a study of peasant-state relations and village politics as they have evolved in response to the state's attempts to control the division of the harvest and extract the state-defined surplus. To provide the reader with a clearer sense of the evolution of peasant-state relations over almost a forty-year period and to highlight the dramatic changes that have taken place since 1978,1 have divided my analysis into two parts: Chapters 2 through 7 are on Maoist China, and chapters 8 and 9 are on post-Mao China. The first part examines the state's grain policies and patterns of local politics that emerged during the highly collectivized Maoist period, when the state closed free grain markets and established the system of unified purchase and sales (tonggou tongxiao). The second part describes the new methods for the production and division of the harvest after 1978, when the government decollectivized agriculture and abolished its unified procurement program.

This book is an analysis and exploration of the relationship between peasants and policies within the process of reform in China. After examining the long term rural policies, either before or after the reform, it was found that all these polices have been expected to promote peasants’ interests and claimed to take enhancing peasants’ happiness as their goal. Nonetheless, the history and current reality of rural development have demonstrated that the same policy starting point had lead to very different policy designs. Even today, quite a few institutional arrangements with good intentions have ended up with opposite results and have even become bad policies that do harm to people. This book argues that the reason for such serious deviation, between political intentions and institutional arrangements, as well as between policy goals and its results is: as a political force, the peasantry itself has not effectively engaged with the political process of the country.

This is a study of the important but little-understood role of peasants in the formation of the Mexican national state--from the end of the colonial era to the beginning of La Reforma, a moment in which liberalism became dominant in Mexican political culture. The book shows how Mexico's national political system was formed through local struggles and alliances that deeply involved elements of Mexico's impoverished rural masses, notably the peasants who took part in many of the local regional, and national rebellions that characterized early nineteenth-century politics. These rebellions were not battles over whether or not there was to be a state; they were contests over what the state was to be. The author focuses on the region of Guerrero, whose peasantry were deeply involved in the two most important broadly based revolts of the early nineteenth century: the War of Independence of 1810-21, and the 1853-55 Revolution of Ayutla, the rebellion that began La Reforma. The book's central contention is that there are fundamental links between state formation, elite politics, popular protest, and the construction of Mexico's modern political culture. Various elite groups advanced different models of the state, which in turn had different implications for, and impacts on, the lives of Mexico's lower classes. Contesting elites formed alliance with segments of Mexico's peasantry as well as the urban poor and these alliances were crucial in determining national political outcomes. Thus, the participation of wide sectors of the population in politics for varying reasons--and the subsequent learning of tactics and elaborations of discourse--left an enduring mark on Mexico's political system and culture.

When a populist movement elected Thaksin Shinawatra as prime minister of Thailand in 2001, many of the country’s urban elite dismissed the outcome as just another symptom of rural corruption, a traditional patronage system dominated by local strongmen pressuring their neighbors through political bullying and vote-buying. In Thailand’s Political Peasants, however, Andrew Walker argues that the emergence of an entirely new socioeconomic dynamic has dramatically changed the relations of Thai peasants with the state, making them a political force to be reckoned with. Whereas their ancestors focused on subsistence, this generation of middle-income peasants seeks productive relationships with sources of state power, produces cash crops, and derives additional income through non-agricultural work. In the increasingly decentralized, disaggregated country, rural villagers and farmers have themselves become entrepreneurs and agents of the state at the local level, while the state has changed from an extractor of taxes to a supplier of subsidies and a patron of development projects. Thailand’s Political Peasants provides an original, provocative analysis that encourages an ethnographic rethinking of rural politics in rapidly developing countries. Drawing on six years of fieldwork in Ban Tiam, a rural village in northern Thailand, Walker shows how analyses of peasant politics that focus primarily on rebellion, resistance, and evasion are becoming less useful for understanding emergent forms of political society.

In large parts of the developing world, peasant to industrial worker and rural to urban transition is a huge question mark on the face of the political economies of these societies. In India alone, nearly seventy percent of its 1.2 billion population lives in rural areas dependent on agriculture and allied activities. Though the context is different, the magnitude of the transition is similar in present day China. In many parts of Latin America and Africa, this transition is incomplete. Rural populations continue to persist, even in the times of globalisation – a so called shrinking world – and the digital age. In the context of developing countries in general and India in particular, it is difficult to find this transition in the lines of European history. Hence, the main concern of this book is with the large, independent self-cultivating peasantry and the agriculture-associated, non-landowning peasantry. In the present and in these contexts, the process of the growth of towns, merchandise, cities and industry, does not occur in a sequence of succession – characteristic to European development – owing to colonial backdrops and historical specificities. Whatever urbanisation happens in these countries, too, does not seem to be inclusive and facilitative of the rural to urban transition. The variance with the European context also appears to be the reason for the often observed non-absorption of the peasantry. These large differences across spatial, historical and structural contexts also indicate that one should consider the processes in non-Euro-centric terms. The processes of the transformation from agrarian to non-agrarian society – rural to urban societies, therefore – are inevitably plural in nature and, while retaining their specificities, push us into considering the point that the European model, or the English model, of transition is only one important variant of the possible modes of transition to capitalism, which necessitates close empirical study and a considered generalization; a point illuminated by the diversities that characterise European history itself. However, we need to urgently address this problem, as overwhelmingly large sections of the developing world not only persist in rural bewilderment, but they also aspire to urban modernity, as does the rest of the world. This book is written with a certain empathy towards rural societies, that they too, while transcending the ascriptive particularities and backwardness, should access all the benefits of civilised urban modernity; that the increasingly globalising humanity can offer and, yes, bask in the ‘bright lights of the city’.

This book focuses on analyzing the inter-relationship between Chinese peasants and the reform and it tries to understand the conditions of peasants during the course of the Chinese social transition. This book argues that Chinese peasants are the most important force that keeps the reform going. More importantly, this book argues that this force comes from the peasants’ pursuit of their own social, political and economic interest, not some spontaneous demand for “reform” itself. This inherent relationship between the peasants and the reform is summarized into five major relationships: the inter-relationship between peasants and the central government; between peasants and local government; between peasants and rural democratization; between peasants and social constructions; and between peasants and local officials. These five inter-relationships are the prime mechanism for the interaction between Chinese peasants and the reform, and these forms the basis for understanding and analyzing the inter-relationship between the state and peasants.
