“Perdebatan mengenai baik atau buruknya jumlah penduduk yang besar (atau kecil) di suatu negara tak pernah berhenti. Pada akhir abad ke-18, Malthus mengungkapkan beban ekonomi dari pertumbuhan penduduk yang cepat. Jumlah penduduk tumbuh melebihi kecepatan pertumbuhan pangan. Namun, pemikiran Malthus ini berhasil dipatahkan dengan adanya kemajuan teknologi di sektor pertanian. Jumlah penduduk yang terus meningkat justru membantu meningkatkan kesejahteraan masyarakat. Namun, di akhir tahun 1950-an, para ekonom di negara maju mulai teringat pemikiran Malthus. Negara berkembang seperti India, dengan jumlah penduduk sangat banyak, merupakan beban. Dengan mutu modal manusia yang rendah dan kesempatan kerja produktif yang rendah, jumlah penduduk yang besar menjadi bencana perekonomian. Sejak saat itulah muncul pemikiran untuk mengendalikan pertumbuhan penduduk melalui program keluarga berencana. Kemudian muncul pemikiran untuk mencari jumlah penduduk yang optimal, walau pun banyak pula yang mempertanyakan apakah jumlah penduduk yang optimal memang ada. Yang kemudian kita lihat adalah terjadinya penurunan angka kelahiran dan kematian di banyak negara berkembang. Yang paling menonjol adalah Singapura, Korea Selatan, Hong Kong, dan Taiwan. Sejak tahun 1960-an, dalam waktu kira kira satu dasawarsa, angka kelahiran telah turun dengan amat cepat di empat negara ini. Angka kelahiran yang tinggi disusul dengan angka kelahiran yang rendah dalam waktu cepat menyebabkan jumlah angkatan kerja yang relatif besar relatif terhadap jumlah anak anak. Dengan mutu modal manusia yang bagus dan adanya kesempatan kerja produktif di empat negara ini, jumlah angkatan kerja yang besar menjadi pendorong peningkatan kesejahteraan masyarakat yang luar biasa. Walau begitu, di tahun 1980-an, saya masih pesimis pada perkembangan di Tiongkok. Tiongkok berbeda dengan empat negara kecil (Hong Kong, Korea Selatan, Taiwan, dan Singapura) tersebut. Jumlah penduduk di Tiongkok amat besar. Dapatkah Tiongkok mengulang keberhasilan di empat negara tersebut? Namun, yang terlihat sejak tahun 2000-an mengubah pesimisme saya. Seperti halnya dengan empat negara tadi, mutu modal manusia dan kesempatan kerja produktif di Tiongkok telah membuat jumlah penduduk yang besar suatu modal pembangunan yang amat berharga. Global value chains (GVCs) powered the surge of international trade after 1990 and now account for almost half of all trade. This shift enabled an unprecedented economic convergence: poor countries grew rapidly and began to catch up with richer countries. Since the 2008 global financial crisis, however, the growth of trade has been sluggish and the expansion of GVCs has stalled. Meanwhile, serious threats have emerged to the model of trade-led growth. New technologies could draw production closer to the consumer and reduce the demand for labor. And trade conflicts among large countries could lead to a retrenchment or a segmentation of GVCs. World Development Report 2020: Trading for Development in the Age of Global Value Chains examines whether there is still a path to development through GVCs and trade. It concludes that technological change is, at this stage, more a boon than a curse. GVCs can continue to boost growth, create better jobs, and reduce poverty provided that developing countries implement deeper reforms to promote GVC participation; industrial countries pursue open, predictable policies; and all countries revive multilateral cooperation.
