Secara historis, kota-kota penting di dunia bertempat tidak jauh dari laut dan dua pertiga kota-kota di dunia dengan penduduk lebih dari 2,5 juta jiwa terdapat di wilayah pantai (UNESCO, 1993). Sekitar 75% dari total penduduk dunia bermukim di kawasan pantai, penduduk Indonesia hampir 60% menyebar di kawasan pantai, seperti: Jakarta, Surabaya, Semarang, Denpasar-Bali, Medan dan Makassar, Padang, serta Lombok-NTB. Namun, pembangunan kota dan perencanaan kotanya masih bias ke daratan serta pertumbuhan penduduk di kota pesisir sangat tinggi sehingga mengakibatkan tekanan yang tinggi pula terhadap lingkungan pantai. Implikasinya, kota pesisir rentan kebencanaan alam dan sosial, seperti: abrasi pantai, rob, reklamasi, alih fungsi lahan, kemiskinan, dan marginalisasi (social exlusion). Kondisi demikian mengharuskan kota pesisir mengubah paradigma pembangunannya dari mengejar pertumbuhan ekonomi semata kepada pembangunan sosial berbasis kearifan lokal dan inklusif berkelanjutan pembangunan inklusif.

Konseptualisasi pembangunan inklusif adalah sebuah pendekatan pembangunan sosial yang secara luas menganalisis suatu proses perbaikan yang berkesinambungan atas suatu masyarakat, atau suatu sistem sosial secara keseluruhan, menuju kehidupan yang lebih baik atau lebih manusiawi, dalam bentuk pembangunan inklusi. Inklusi sosial merupakan pendekatan baru untuk membangun dan mengembangkan sebuah lingkungan yang semakin terbuka; mengajak masuk dan mengikutsertakan semua orang dengan berbagai perbedaan latar belakang, karakteristik, kemampuan, status, kondisi, etnik, budaya dan lainnya dalam sutau proses pembangunan. Upaya penyelenggaraan pembangunan inklusi sosial di wilayah perkotaan Indonesia menarik untuk dikaji lebih mendalam, terutama dengan semakin lebarnya jurang antara kehidupan sosial di kota di Jawa dan luar Jawa, akibat aglomerasi tak terkendali dan terjadinya bias urban. Sesuai dengan Nawacita Presiden Joko Widodo (Jokowi), yang mencanangkan bahwa Negara harus hadir, dan pembangunan mulai dari pinggiran ke pusat dengan tujuannya untuk meningkatkan kualitas hidup dan kesejahteraan dan demokrasi. Penelitian ini merupakan penelitian kebijakan yang mencoba merekonstruksi kembali nilai-nilai pembangunan di perkotaan, sesuai dengan konsep inklusi sosial yang bertujuan tercapainya kualitas hidup, berkembangnya hubungan sosial, kohesi sosial, dan partisipasi sosial serta modal sosial. Sosiologi dipilih sebagai paradigma penelitian sosial, menggunakan metode penelitian kualitatif dengan analisis deskriptif analitis. Lokasi penelitian di Kota Solo, Jawa Tengah.

Global value chains (GVCs) powered the surge of international trade after 1990 and now account for almost half of all trade. This shift enabled an unprecedented economic convergence: poor countries grew rapidly and began to catch up with richer countries. Since the 2008 global financial crisis, however, the growth of trade has been sluggish and the expansion of GVCs has stalled. Meanwhile, serious threats have emerged to the model of trade-led growth. New technologies could draw production closer to the consumer and reduce the demand for labor. And trade conflicts among large countries could lead to a retrenchment or a segmentation of GVCs. World Development Report 2020: Trading for Development in the Age of Global Value Chains examines whether there is still a path to development through GVCs and trade. It concludes that technological change is, at this stage, more a boon than a curse. GVCs can continue to boost growth, create better jobs, and reduce poverty provided that developing countries implement deeper reforms to promote GVC participation; industrial countries pursue open, predictable policies; and all countries revive multilateral cooperation.
