Kawasan perbatasan yang terletak di wilayah daratan pedesaan, kawasan perbatasan negara yang berada di lautan belum secara tegas ditetapkan norma pengelolaannya dalam berbagai peraturan perundang-undangan, meskipun saat ini wilayah perbatasan yang berada di lautan merupakan kawasan strategis nasional yang mempunyai fungsi pertahanan dan keamanan negara. Selain kawasan perdesaaan juga menyimpan potensi sumber daya alam yang besar, kawasan perdesaan juga tersedia sumber daya manusia yang potensial untuk dimanfaatkan. Semua potensi ini harus menjadi potensi yang pengelolaannya harus tetap diprioritaskan. Pengelolaan yang baik dan terintegrasi merupakan cermin mempertahankan keutuhan NKRI dan harus tetap dijaga. Sebanyak 12 dari 92 pulau kecil terluar yang menjadi titik batas negara Indonesia rawan terhadap konflik perbatasan dengan negara tetangga. Kerawanan itu ditimbulkan oleh beberapa faktor, seperti kondisi pulau yang umumnya tidak berpenghuni, dimanfaatkan oleh nelayan asing sebagai tempat berlindung atau mencari ikan di perairan sekitarnya, dan adanya kegiatan eksplorasi cadangan sumber daya. Bahkan, ada indikasi yang mengarah pemanfaatan pulau sebagai basis aktivitas militer/pertahanan negara lain, antara lain dalam pengumpulan data intelijen, pengintaian, atau pengamatan. Pembangunan pulau kecil terluar masih berjalan sangat lamban, terutama disebabkan kondisi masyarakat yang masih termarjinalkan akibat minimnya perhatian dari pemerintah pusat dan daerah. Dan letak pulau kecil terluar tersebut umumnya tersebar dan minimnya akses pasar dan komoditas ekonomi unggulan, serta sulitnya sarana perhubungan dan komunikasi yang menghubungkan pulau tersebut dengan pusat kegiatan. Dengan adanya modul pembinaan penguatan kapasitas kelembagaan pengakat desa di daerah pesisir diharapkan memberikan manfaat bagi pembaca dalam menjawab isu-isu sentral yang kompleksitas di beberapa daerah di Indonesia. Hal ini Wilayah perbatasan merupakan salah satu kawasan yang strategis, yaitu kawasan yang secara nasional menyangkut hajat hidup orang banyak, baik ditinjau dari sudut kepentingan politik, ekonomi, sosial, budaya, lingkungan maupun pertahanan keamanan. Wilayah perbatasan meliputi wilayah perbatasan yang ada di daratan, lautan, dan udara, yang bersinggungan dengan negara tetangga.

Although the ocean-and the resources within-seem limitless, there is clear evidence that human impacts such as overfishing, habitat destruction, and pollution disrupt marine ecosystems and threaten the long-term productivity of the seas. Declining yields in many fisheries and decay of treasured marine habitats, such as coral reefs, has heightened interest in establishing a comprehensive system of marine protected areas (MPAs)-areas designated for special protection to enhance the management of marine resources. Therefore, there is an urgent need to evaluate how MPAs can be employed in the United States and internationally as tools to support specific conservation needs of marine and coastal waters. Marine Protected Areas compares conventional management of marine resources with proposals to augment these management strategies with a system of protected areas. The volume argues that implementation of MPAs should be incremental and adaptive, through the design of areas not only to conserve resources, but also to help us learn how to manage marine species more effectively.
