Namun, UUJPH berjalan lambat karena rendahnya tingkat pendidikan, tingkat kesadaran, dan nilai religiositas. Selain itu, belum terealisasinya UUJPH secara menyeluruh kepada UMKM kabupaten Banyuwangi karena minat UMKM yang rendah untuk memiliki sertifikat halal, anggapan bahwa tanpa label halal produk tetap diterima pasar, asumsi pengurusan sertifikat halal sulit dan rumit, dan belum ada Peraturan Bupati Banyuwangi sebagai penguat UUJPH kepada UMKM. Percepatan program sertfikasi halal pada UMKM Kabupaten Banyuwangi menunjukkan bahwa tingkat pendidikan tidak berpengaruh terhadap percepatan program sertifikasi halal, sedangkan kesadaran halal dan religiositas berpengaruh terhadap percepatan program sertifikasi halal. Kebijakan pemerintah tidak memoderasi pengaruh tingkat pendidikan dan kesadaran halal terhadap percepatan program sertifikasi halal, namun memoderasi pengaruh religiositas terhadap percepatan program sertifikasi halal. Global market memoderasi pengaruh tingkat pendidikan dan kesadaran halal terhadap percepatan program sertifikasi halal, disisi lain tidak memoderasi pengaruh religiositas terhadap percepatan program sertifikasi halal. Variabel tingkat pendidikan tidak berpengaruh terhadap percepatan program sertifikasi halal karena jenjang pendidikan tidak menjadi landasan untuk pendaftaran sertifikat halal, begitu juga dengan gelar akademik tidak menjadi faktor utama dalam menciptakan produk berkualitas. Sembilan indikator percepatan program sertifikasi halal mendukung teori Yjitoresmi dan Setiari tentang sertifikasi halal. Menolak teori Soerjono bahwa semakin tinggi pendidikan seseorang akan menjadikannya cenderung dalam tingkat derajat kepatuhan hukum dan kesadaran hukum. Selain itu, bentuk kepatuhan hukum terhadap Undang-Undang Jaminan Produk Halal tentang kewajiban sertifikasi halal akan ditaati apabila telah dilakukan edukasi, sosialisasi dan pendampingan dari Pendamping Proses Produk Halal.

Not since the 1960s have U.S. politicians, Republican or Democrat, campaigned on platforms defending big government, much less the use of regulation to help solve social ills. And since the late 1970s, "deregulation" has become perhaps the most ubiquitous political catchword of all. This book takes on the critics of government regulation. Providing the first major alternative to conventional arguments grounded in public choice theory, it demonstrates that regulatory government can, and on important occasions does, advance general interests. Unlike previous accounts, Regulation and Public Interests takes agencies' decision-making rules rather than legislative incentives as a central determinant of regulatory outcomes. Drawing from both political science and law, Steven Croley argues that such rules, together with agencies' larger decision-making environments, enhance agency autonomy. Agency personnel inclined to undertake regulatory initiatives that generate large but diffuse benefits (while imposing smaller but more concentrated costs) can use decision-making rules to develop socially beneficial regulations even over the objections of Congress and influential interest groups. This book thus provides a qualified defense of regulatory government. Its illustrative case studies include the development of tobacco rulemaking by the Food and Drug Administration, ozone and particulate matter rules by the Environmental Protection Agency, the Forest Service's "roadless" policy for national forests, and regulatory initiatives by the Securities and Exchange Commission and the Federal Trade Commission.

Global value chains (GVCs) powered the surge of international trade after 1990 and now account for almost half of all trade. This shift enabled an unprecedented economic convergence: poor countries grew rapidly and began to catch up with richer countries. Since the 2008 global financial crisis, however, the growth of trade has been sluggish and the expansion of GVCs has stalled. Meanwhile, serious threats have emerged to the model of trade-led growth. New technologies could draw production closer to the consumer and reduce the demand for labor. And trade conflicts among large countries could lead to a retrenchment or a segmentation of GVCs. World Development Report 2020: Trading for Development in the Age of Global Value Chains examines whether there is still a path to development through GVCs and trade. It concludes that technological change is, at this stage, more a boon than a curse. GVCs can continue to boost growth, create better jobs, and reduce poverty provided that developing countries implement deeper reforms to promote GVC participation; industrial countries pursue open, predictable policies; and all countries revive multilateral cooperation.
