Quels sont les facteurs qui expliquent la construction des modèles de gestion métropolitaine et quelle est la contribution des acteurs locaux à ce processus ? À la croisée des études urbaines et de la science politique, ce livre traite de la dimension politique de la métropolisation à partir d’une étude de cas : le modèle de gestion mis en place à Montréal dans le cadre de la réforme Harel (1999-2001). Les moments de changement institutionnel amènent forcément la création de zones d’ambiguïté, où la dynamique des rapports entre les règles institutionnelles (l’organisation de l’État et la culture politique) et les acteurs locaux se remarque de manière exacerbée. Montréal se révèle ainsi un laboratoire unique en raison de la nature polémique de sa réforme métropolitaine. Un nouveau modèle à trois échelles a en effet été mis en place, fondé sur la création de la Communauté métropolitaine de Mont-réal, la fusion de toutes les municipalités sur l’île de Montréal et la création de 27 arrondissements. Ce processus a dévoilé l’existence de représentations divergentes de l’agglomération, rendant impossible l’adoption d’une vision métropolitaine partagée. La réforme postérieure du Parti libéral du Québec, initiée en 2003, a remis sur la sellette la dimension idéologique de la question métropolitaine, ainsi que la capacité de certains groupes de faire valoir leurs idées sur la gestion métropolitaine au détriment d’autres. La construction d’une pensée métropolitaine relève d’un processus permanent de médiation entre les différents intérêts et de recherche du compromis ; c’est ce que montre l’auteure en -analysant les premiers dix ans d’existence de la Communauté métropolitaine de Montréal.

With the demise of the Old Regionalist project of achieving good regional governance through amalgamation, voluntary collaboration has become the modus operandi of a large number of North American metropolitan regions. Although many researchers have become interested in regional collaboration and its determinants, few have specifically studied its outcomes. This book contributes to filling this gap by critically re-evaluating the fundamental premise of the New Regionalism, which is that regional problems can be solved without regional/higher government. In particular, this research asks: to what extent does regional collaboration have a significant independent influence on the determinants of regional resilience? Using a comparative (Canada-U.S.) mixed-method approach, with detailed case studies of the San Francisco Bay Area, the Greater Montreal and trans-national Niagara-Buffalo regions, the book examines the direct and indirect impacts of inter-local collaboration on policy and policy outcomes at the regional and State/Provincial levels. The book research concentrates on the effects of bottom-up, state-mandated and functional collaboration and the moderating role of regional awareness, higher governmental initiative and civic capital on three outcomes: environmental preservation, socio-economic integration and economic competitiveness. In short, the book seeks to highlight those conditions that favor collaboration and might help avoid the collaborative trap of collaboration for its own sake. More specifically, this research concentrates on the effect of bottom-up, state-mandated and functional collaboration, the moderating role of regional awareness, governmental initiative and civic capital on environmental preservation, socio-economic integration and economic competitiveness. In short, the book seeks to understand whether and how urban regional collaboration contributes to regional resilience.

The region is back in town. Galloping urbanization has pushed beyond historical notions of metropolitanism. City-regions have experienced, in Edward Soja’s terms, “an epochal shift in the nature of the city and the urbanization process, marking the beginning of the end of the modern metropolis as we knew it.” Governing Cities Through Regions broadens and deepens our understanding of metropolitan governance through an innovative comparative project that engages with Anglo-American, French, and German literatures on the subject of regional governance. Dans cet ouvrage sont réunis les travaux du groupe de recherche Métropolisation et Société (MéSo) qui portent sur les questions de mobilité, de morphologie urbaine et de gouvernance métropolitaine. L'hypothèse d'une métropole formée d'axes de mobilité découpés par des pôles urbains multifonctionnels est ici posée. En prenant pour exemple l'un des axes de la métropole, l'axe Centre-Nord, qui relie le nord de Montréal aux municipalités de la couronne Nord en passant par le centre de Laval, les auteurs non seulement entendent revoir l'organisation spatiale de la région de Montréal mais ils se questionnent également sur la structure des déplacements et la configuration des lieux, notamment de ces espaces centraux périurbains qui sont à la fois des places commerciales, des pôles d'emploi, de nouveaux espaces résidentiels et des espaces publics ouverts et fréquentés. En prenant ainsi le pouls de la métropole, on se demande comment les planificateurs engagés aux échelles régionales et locales abordent la mobilité et cherchent à recomposer le territoire métropolitain. Les démarches de planification qui sont élaborées témoignent des représentations spatiales défendues par leurs auteurs. Elles sont projetées vers des scènes de débat où les acteurs de la société civile prennent le relais de ceux qui sont issus des organismes publics. Au constat d'une gouvernance métropolitaine ne panne se substitue l'hypothèse d'une gouvernance métropolitaine produite par le bas, négociée localement et ouverte à la participation citoyenne.

This comprehensive collection of essays, filled with hundreds of illustrations, photographs, and maps, draws on human geography and environmental history to show that while certain distinctive features remain unchanged – Mount Royal, the Lachine Rapids of the Saint Lawrence River – human intervention and urban evolution mean that over time Montrealers have had drastically different experiences and historical understandings. Significant issues such as religion, government, social conditions, the economy, labour, transportation, culture and entertainment, and scientific and technological innovation are treated thematically in innovative and diverse chapters to illuminate how people's lives changed along with the transformation of Montreal. This history of a city in motion presents an entire picture of the changes that have marked the region as it spread from the old city of Ville-Marie into parishes, autonomous towns, boroughs, and suburbs on and off the island. The first volume encompasses the city up to 1930, vividly depicting the lives of First Nations prior to the arrival of Europeans, colonization by the French, and the beginning of British Rule.
