Buku ini memberi tumpuan kepada tanah dan pertanian di negeri Kelantan antara tahun 1881 hingga 1941 dengan mengupas berkenaan pentadbiran tanah dan sistem hak milik, dan diikuti dengan penelitian dalam aspek pendaftaran dan pengukuran tanah, kutipan cukai, usaha tanah dan aktiviti-aktiviti pertanian pada masa itu. Tujuan utama buku ini adalah untuk mendedahkan bahawa sebelum pentadbiran British pada tahun 1910, negeri Kelantan sudah mempunyai sistem pendaftaran hak milik tanah yang diperkenalkan pada tahun 1881. Tindakan British semasa mentadbir negeri Kelantan hanyalah memperkemaskan pentadbiran tanah untuk menjadikannya lebih efisien. Dalam tempoh tersebut, masyarakat negeri Kelantan bukan sahaja didedahkan dengan peraturan-peraturan tanah, enakmen dan sistem perundangan British, malah kehadiran kolonial British juga telah membawa perubahan kepada aktiviti pertanian sara diri kepada produksi komersial yang berasaskan getah. Penguatkuasaan peraturan tanah baru di bawah pentadbiran kolonial British telah membawa kepada penentangan rakyat. Rakyat Kelantan menentang undang-undang dan peraturan tanah baru yang diperkenalkan oleh British bagi mempertahankan hak warisan mereka yang dilihat semakin terhakis. Walau bagaimanapun, undang-undang dan peraturan tanah baru tetap diteruskan, meskipun bantahan untuk mengubahnya dilakukan.
