Provinsi Sumatra Utara merupakan daerah perkebunan yang sangat masyhur sejak zaman penjajahan kolonial Belanda. Bapak IBN Wiswantanu, S.H., M.H. selaku Kepala Kejaksaan Tinggi Sumatra Utara mempunyai gagasan membuat semacam kantor cabang yang mendekatkan fungsi Lembaga Kejaksaan, khususnya bidang Datun ke perusahaan perkebunan dalam bentuk Adhyaksa Estate. Adhyaksa Estate dibentuk di kantor PTPN III jalan Sei Batanghari Medan dan menampung berbagai permasalahan hukum yang dihadapi oleh PTPN II, III, dan IV. Segala niat baik pasti menghasilkan hal yang baik. Kejaksaan sebagai sebuah institusi negara telah menunjukkan kontribusinya dalam rangka penyelamatan investasi perkebunan negara khususnya di Sumatra Utara. Buku ini berisi sistematika dari inisiasi pendirian sampai dengan karya konkret terhadap sinergitas antara Kejaksaan Tinggi Sumatra Utara dan PTPN III (Persero). Diharapkan buku ini dapat memberikan manfaat yang maksimal dan berkelanjutan bagi kesejahteraan masyarakat Sumatra Utara, yang terkenal dengan perkebunannya, juga sebagai warisan berharga bagi generasi mendatang. Buku ini bisa juga dijadikan panduan, role model yang dapat menginspirasi para Jaksa Pengacara Negara di mana pun mereka ditempatkan. Dengan demikian, mereka dapat memahami dan menggali potensi daerah masing-masing, menumbuhkembangkan, mendampingi, mengawal dan mengamankan potensi daerah tersebut agar membawa manfaat yang optimal, dan kalau bisa dan memungkinkan menuangkannya dalam bentuk tulisan. Peran Jaksa Pengacara Negara harus betul-betul dirasakan manfaatnya oleh seluruh lapisan masyarakat. Oleh karena itu, mereka perlu mendekatkan diri kepada masyarakat, kepada pihak-pihak yang membutuhkannya. Di sisi lain, penulis juga berharap buku ini seyogianya memberikan manfaat bagi perkembangan ilmu hukum, investasi perkebunan, maupun kepentingan praktik penegakan hukum, khususnya penegakan hukum di bidang Perdata dan Tata Usaha Negara di Indonesia.

Global value chains (GVCs) powered the surge of international trade after 1990 and now account for almost half of all trade. This shift enabled an unprecedented economic convergence: poor countries grew rapidly and began to catch up with richer countries. Since the 2008 global financial crisis, however, the growth of trade has been sluggish and the expansion of GVCs has stalled. Meanwhile, serious threats have emerged to the model of trade-led growth. New technologies could draw production closer to the consumer and reduce the demand for labor. And trade conflicts among large countries could lead to a retrenchment or a segmentation of GVCs. World Development Report 2020: Trading for Development in the Age of Global Value Chains examines whether there is still a path to development through GVCs and trade. It concludes that technological change is, at this stage, more a boon than a curse. GVCs can continue to boost growth, create better jobs, and reduce poverty provided that developing countries implement deeper reforms to promote GVC participation; industrial countries pursue open, predictable policies; and all countries revive multilateral cooperation.
