Buku ini merupakan pengembangan dari hasil penelitian penulis pada tahun 2023 yang berjudul “Urgensi Pengaturan Peraturan Kebijakan dalam Undang-Undang Nomor 30 Tahun 2014 tentang Administrasi Pemerintahan”. Penulisan buku ini dilatarbelakangi pada konsekuensi Indonesia sebagai negara yang menganut konsep negara kesejahteraan memberikan kewajiban bagi pemerintah untuk dapat berperan aktif mencampuri bidang kehidupan sosial ekonomi masyarakat dan dapat memberikan pelayanan publik, agar servis publik dapat dilaksanakan dan mencapai hasil yang maksimal, kepada Badan/Pejabat Administrasi Negara diberikan suatu kewenangan bertindak bebas yang dikenal dengan diskresi (freies ermessen) dan ketika diskresi dituangkan dalam bentuk tertulis maka jadilah ia peraturan kebijakan. Pengaturan terkait diskresi diatur dalam Undang-Undang Nomor 30 Tahun 2014 tentang Administrasi Pemerintahan, akan tetapi istilah atau frasa terkait dengan peraturan kebijakan (beleidsregel) sendiri tidak lah diatur dalam Undang-Undang ini sehingga dalam hal ini terdapat kekosongan hukum terkait pengaturan peraturan kebijakan di Indonesia. Oleh karena itu dalam buku ini akan dibahas urgensi pengaturan peraturan kebijakan dalam peraturan perundangundangan di Indonesia dan juga buku ini menawarkan konsepkonsep peraturan kebijakan yang dapat dijadikan sumber rujukan dalam penyelenggaraan pemerintahan di Indonesia guna mengisi kekosongan hukum yang terjadi. Konsep yang ditawarkan dalam buku ini mulai dari pengertian, pejabat yang berwenang membentuk, bentuk-bentuk, materi muatan, sifat, hingga pengujian peraturan kebijakan di Indonesia. Buku ini sangat penting dan dibutuhkan bagi mereka yang mempelajari ilmu hukum khususnya hukum administrasi negara, baik bagi mahasiswa hukum sendiri maupun bagi praktisi hukum atau sarjana hukum.
