Buku ini merupakan ringkasan dari penelitian mengenai Determinan Pertumbuhan ekonomi, disparitas pendapatan dan kemiskinan di Kabuptan/Kota Provinsi Jawa Timur. Berdasarkan hasil temuan beberapa hal yang digunakan untuk kepentingan praktis pemerintah Kabupaten/Kota dan Provinsi yaitu: 1) Menjadikan pertumbuhan ekonomi yang berkualitas, diperlukan kebijakan yang mengatur besaran investasidan kegitan ekonomi tidak hanya terkonsentrasi pada beberapa kabupaten/kota di Jawa Timur. Kebijakan pesebaran investasi selain untuk menciptakan pusat-pusat pertumbuhan ekonomi bari di Kabupaten/Kota juga akan mendorong terjadinya pemerataan pendapatan antar kabupaten/kota di Jawa Timur, 2). Secara subtansial penurunan jumlah penduduk miskin akan lebih cepat dikurangi jika kabupaten/kota mampu mendorong peretumbuhan ekonomi yang tinggi, memacu produktivitas sektor pertanian dan penggunaan tenaga kerja terdidik yang semakin berkualitas, 3). Mengingat perbedaan potensi dan kemampuan ekonomi antar daerah kabupaten/kota jawa timur, maka strategi pembangunan setidaknya diarahakan empat hal yaitu; Pertama, pada kabupaten/kota kategori sektor industri dan jasa. Kedua, pada daerah kabupatken/kota yang termasuk karakteristik maju tertekan, program pembangunan diarahkan pada pemecahan persoalan yang menyebabakan pertumbuhan daerah ini tertekan, misalnya melakukan perubahan aktifitas ekonomi atau mengubah komoditi unggulan pada daerah tersebut. Ketiga, pada kabupaten/kota yang masih dapat berkembang pesat, kebijakan pembangunan diarahkan pada upaya mendorong pertumbuhan ekonomi dengan memanfataakanpotensi ekonomi serta menciptakan iklim investasi yang kondusif sehingga daya saing daerah menjadi meningkat, Keempat, pada kabupaten/kota yang termasuk kategori daerah tertinggal, prograkm pembangunan dan aktifitas ekonomi diarahkan pada upaya penyediaan lapangan kerja melalui pemanfaatan tekonologi padat karya yang berbasis pada sektor pertanian.
