Focusing on two major issues--the "conversion" of defense industry resources to civilian uses and the influence of contemporary weapons technology and complexity on the Soviet Union's ability to meet military requirements--this report identifies and explains the major elements of continuity and change in Soviet military organization, concepts, and goals since the emergence of Mikhail Gorbachev and his "new political thinking." Soviet military research and development and production evolved from the 1930s to the 1980s in a manner that was consistent with the political-military doctrine and economic base that supported it. Now, with the dramatic changes in Soviet political choices, doctrine, economics, and technology, the Soviet Union's defense production complex is engaged in adapting to a conversion to civilian production as it tries to meet military demands for higher performance, increased reliability, lower costs, and the application of new technologies. Analysts must now shift from dealing with established and familiar elements to grappling with the uncertainties of evolving Soviet politics and policies.

A rigorously argued and lively interpretation of the transformation of the Soviet system, the disintegration of the Soviet state, the end of the Cold War, and the role of Mikhail Gorbachev. Written by a leading authority on Soviet politics, this thoroughly researched book draws on new archival sources and puts perestroika in fresh perspective. Perestroika began as an attempt by a minority within the leadership of the Communist Party to reform the Soviet system. The decisive role was played by the new General Secretary, Mikhail Gorbachev. Perestroika (reconstruction) developed into an attempt to move from Communism to competitive elections and a market economy of a social democratic type. This 'revolution from above' had profound consequences, both intended and unintended. The latter included the dissolution of the Soviet state. Four of the ten chapters were written in 'real time' - in the second half of the 1980s while perestroika was still underway. The other six chapters provide an up-to-date discussion of such important issues as the stimuli to perestroika, its intellectual origins and development, its influence on other countries and their influence on developments in the Soviet Union, and the ending of the Cold War. Archie Brown takes issue with a number of popular interpretations of perestroika - and of the end of the Cold War - and draws on new archival sources in a book which is both clearly and vigorously argued and well documented.

This book, first published in 1990, examines the nature and causes of the changes to Soviet national security policy under Gorbachev. Changes in leadership and institutional arrangements, economic policy, ideology and military involvement all fostered new patterns of cooperation and competition. Authors look at the historical, economic and cultural contexts of change and proceed to a discussion of change agents, such as modernization, technology and domestic politics. Specific components of foreign and military policy, such as arms control and relations with Western Europe, the Warsaw Pact and the Third World, are also examined.

Countries establish defence industries for various reasons. Chief among these are usually a concern with national security, and a desire to be as independent as possible in the supply of the armaments which they believe they need. But defence industries are different from most other industries. Their customer is governments. Their product is intended to safeguard the most vital interests of the state. The effectiveness of these products (in the real, rather than the experimental sense) is not normally tested at the time of purchase. If, or when, it is tested, many other factors (such as the quality of political and military leadership) enter into the equation, so complicating judgments about the quality of the armaments, and about the reliability of the promises made by the manufacturers. All of these features make the defence sector an unusually political industrial sector. This has been true in both the command economies of the former Soviet Union and its satellites, and in the market or mixed economies of the west. In both cases, to speak only a little over-generally, the defence sector has been particularly privileged and particularly protected from the usual economic vicissitudes. In both cases, too, its centrality to the perceived vital interests of the state has given it an unusual degree of political access and support.
