The relationship between ownership structure and company performance has been issue of interest among academics, investors and policy makers because of key issue in understanding the effectiveness of alternative governance system in which government ownership serve as a control mechanism. Therefore, this paper examines the impact of an alternative ownership/control structure of corporate governance on firm performance among government linked companied (GLCs) and Non-GLC in Malaysia. It is believed that government ownership serve as a monitoring device that lead to better company performance after controlling company specific characteristics. We used Tobin's Q as market performance measure while ROA is to determine accounting performance measure. This study is based on a sample of 210 firms over a period from 1995 to 2005. We use panel based regression approach to determine the impact of ownership mechanism on firm's performance. Findings appear to suggest that there is a significant impact of government ownership on company performance after controlling for company specific characteristics such as company size, non-duality, leverage and growth. The finding is off significant for investors and policy marker which will serve as a guiding for better investment decision.

English Abstract: Research into the impact of government ownership on the financial performance of listed companies typically assumes the government to be a monolithic entity and fails to consider that government ownership rights are administered by different types of government organizations. Exploring the financial performance of government controlled listed companies we find that in Malaysia the impact of government ownership varies depending on the type of organization which manages the government's ownership stakes. Taking into account golden Share provisions as well as the presence of senior civil servants and of politicians on boards of Directors, we find that firms controlled by investment organizations under federal government control tend to outperform firms controlled by regional governments' investment organizations.

Government-linked companies (GLCs) have a significant presence in Singapore''s corporate sector. Unlike parastatals in many other countries, these companies are run on a competitive, commercial basis, ostensibly without government privileges. Based on data from publicly listed GLCs and non-GLCs, we indeed find no evidence that GLCs have easier access to credit. However, we do find that being a GLC is rewarded in financial markets with a positive premium, over and above what can be explained by the usual determinants of Tobin''s q.

The object of this empirical study is to clarify, consolidate and build on various conflicting research findings on the relationships among ownership structure, corporate governance, and corporate performance using data from 149 Singapore public listed companies. This study contributes to our understanding of these relationships by examining the total continuum of ultimate ownership structures measured by control rights within a single economic and legal research context and various performance measures. Adapting the approach advocated by Agrawal and Knoeber (1996), the seven governance control variables used in this study are self monitoring by the inside manager-shareholder, monitorings by outside blockholders, institutional investors, government shareholders, independent directors, market for CEO, and bank and financial institutions. This study firstly shows an interesting pattern of interrelationships among the corporate governance mechanisms which evolve so as to minimise systemic agency costs if the corporation has in place an optimal mix of the governance control mechanisms. The more general pattern of the interrelationship is that of substitution while the two special cases of complementary interdependence exist.
