Perlindungan merupakan hak dasar pekerja migran internasional yang harus dipenuhi pada setiap tahapan dalam proses migrasi. Tidak hanya pekerja migran, seluruh anggota keluarga mereka pun berhak mendapat perlindungan sepanjang siklus migrasi. Pentingnya perlindungan bagi pekerja migran didukung oleh komitmen otoritas global maupun regional dengan mengeluarkan berbagai kesepakatan dan konsensus yang pada intinya bertujuan untuk mewujudkan perlindungan bagi mereka yang bekerja melintasi batas negaranya. Kesepakatan dan konsensus global serta regional yang sudah ada selanjutnya dijadikan acuan dalam membuat kesepakatan dan perjanjian bilateral antara negara asal dan tujuan pekerja migran internasional, misalnya antara Indonesia dan Malaysia atau Taiwan, dua negara yang dalam beberapa tahun terakhir menjadi tujuan yang dominan pekerja migran Indonesia. Selanjutnya, di dalam negeri upaya perlindungan bagi pekerja migran Indonesia dilakukan antara lain dengan mengeluarkan berbagai peraturan perundang-undangan yang menjadi dasar untuk semua kegiatan penempatan pekerja migran Indonesia ke luar negeri. Mulai dari pemerintah pusat, pemerintah provinsi, pemerintah kabupaten/kota, sampai beberapa pemerintah desa pun mengeluarkan peraturan untuk melindungi pekerja migran Indonesia. Buku ini membahas upaya perlindungan bagi pekerja migran Indonesia yang dilakukan oleh berbagai pihak. Upaya perlindungan yang dibahas dimulai dari berbagai kesepakatan global, regional, bilateral, perjanjian kerja antara pekerja migran Indonesia dan pemberi kerja di luar negeri, sampai dengan peraturan perundang-undangan di tingkat nasional dan daerah. Selain itu, juga dibahas implementasi dari perjanjian kerja yang cenderung mengalami banyak pelanggaran.

This is an open access book. The 3rd Universitas Lampung International Conference on Social Sciences (ULICoSS) 2022 (ULICoSS) 2022 is an international conference organized by the Institute for Research and Community Services, Universitas Lampung, Indonesia. The event took place on 6th – 7th September 2022 in Bandar Lampung City, on the Indonesian island of Sumatra. This event will adopt a hybrid working model, combining an in-person event with an online meeting via Zoom. Attendees and presenters are expected to interact in this way, using technology to connect to global networks. As has been widely stated in the literature, a number of reports and papers have examined the pandemic’s negative effects, with the majority of work to date focusing on COVID-19’s negative impact on psychological well-being. Thus, social adjustment is required for resilience in order to adapt to and change in the face of adversity. In other words, it is clear that social adjustment, which includes the specific behaviors and abilities that people use to deal with daily problems and adapt to changing circumstances, is critical for global resilience today. As such, this international conference, which will feature five invited keynote speakers from the Czech Republic, Hungary, Indonesia, and Japan is intended to serve as a forum for the dissemination of specific alternative and significant breakthroughs in rapid social adjustments for global resilience, with an emphasis on global society, social welfare and development, and innovative communication, among other topics. Therefore, we invite scholars, academics, researchers, experts, practitioners, and university students to participate and share perspectives, experiences, and research findings by submitting papers on a variety of topics relevant to the conference’s theme and scope. All abstracts and papers submitted for consideration will undergo a double-blind peer review process to ensure their quality, relevance, and originality.

Hadirnya instrumen HAM internasional di bidang perlindungan pekerja migran dan keluarganya serta Undang-Undang Nomor 18 Tahun 2017 tentang Perlindungan Pekerja Migran Indonesia sebagaimana telah diubah beberapa kali, terakhir dengan Undang-Undang Nomor 6 Tahun 2023 tentang Penetapan Peraturan Pemerintah Pengganti Undang-Undang Nomor 2 Tahun 2022 tentang Cipta Kerja menjadi UndangUndang, maupun memorandum of Understanding antar negara yang bertujuan untuk melindungi para PMI dari segala macam kerentanan masalah HAM baik di dalam maupun di luar negeri, belum secara efektif memberikan manfaat perlindungan bagi PMI dari perspektif HAM khususnya bagi PMI non prosedural yang berada di luar negeri. Hal ini disebabkan karena selain ruang lingkup pem-berlakuan hukum nasional yang tidak dapat diterapkan di negara-negara penampung, hadirnya berbagai instrumen hukum internasional seperti kovenankovenan serta perjanjian internasional maupun memorandum of Understanding masih terdapat kelemahan dalam pengawasan terhadap pelaksanaan dan ketaatan setiap negara akan instrumen hukum internasional tersebut, hal ini menyebabkan perlindungan yang merata dan tanpa diskriminasi terhadap para pekerja migran khususnya PMI non prosedural belum dapat tercapai.

This is an open access book. This proceeding consists of research presented in ICOSI UMY, on 20-21 July 2022 at Universitas Muhammadiyah Yogyakarta. The COVID-19 pandemic first time that occurred in 2019, has brought many changes that constrain all countries to adapt quickly. This report describes recent trends in the international migration of doctors and nurses in OECD countries. Over the past decade, the number of doctors and nurses has increased in many OECD countries, and foreign-born and foreign-trained doctors and nurses have contributed to a significant extent. New in-depth analysis of the internationalisation of medical education shows that in some countries (e.g. Israel, Norway, Sweden and the United States) a large and growing number of foreign-trained doctors are people born in these countries who obtained their first medical degree abroad before coming back. The report includes four case studies on the internationalisation of medical education in Europe (France, Ireland, Poland and Romania) as well as a case study on the integration of foreign-trained doctors in Canada.
