Fiscal federalism is a system where there are different tiers of government in a nation. The tiers may be Central, Regional or States and local or provincial governments. Sharing of public finances and resources constitutes the heart of fiscal federalism. It concerns itself with division of public sector functions and finances among the different federating units. The methodology of discussion has been employed to look at the issues at stake. The paper comes to the conclusion that fiscal federalism has been largely undermined especially by the decades of military administrations which have intentionally or otherwise developed from decentralization to centralization. As part of solving the problems of fiscal federalism, several Revenue Allocations formulae have been undertaken.
