This volume gives specialists and students alike a comprehensive political history of Peru that includes the first full-length treatment of the 1980s, a decade in which early optimism sparked by the return of democratic rule gave way to widespread pessimism amidst a full-blown social, economic, and political crisis. Discussed are Peru's return to democracy in the 1980s and the multiple challenges that process has faced. The study traces the growth of the Sendero Luminoso insurgency; the economic collapse that brought Peru hyperinflation coupled with its deepest depression of the twentieth century; and the evolution of the electoral political system that brought Alberto Fujimori, a political novice, to the presidency in 1990. Many of the key causes of Peru's contemporary crisis--foreign debt, fiscal irresponsibility, desgobierno (erratic, inappropriate, or incompetent behavior on the part of the government), and the centralization of governmental authority--have been recurrent themes in Peruvian history since at least the early republican period. The profound social divisions within Peru's population, which constitute the principal cause of la crisis, have persisted even longer. A number of these divisions have broken down, however; in this development, the author sees cause for optimism in the midst of crisis. A la tradición habrá que contrastarla con la modernidad. Considero ineludible asociarnos a los procesos modernos de la economia y a la cultura; pero creo también que si hay algo de característico en la sociedad peruana, en los últimos veinte años, es un grado muy claro de evidencia de una megadiversidad ideológica, cultural e idiomática que siempre existió pero que de alguna manera estaba, si no oculta, puesta de lado, o su presencia no era muy clara. En estos momentos nadie puede desconocerla, en el país, o por lo menos en Lima. Para nosotros, esto significa que Guaman Poma es más contemporáneo que Garcilaso. Representa el océano de oralidad que viene sumergiendo felizmente al Perú y a todos sus literaturas. Guaman Poma es el primer representante de este quechuañol cuyo ejercicio quizás hubiera salvado la vida de José María Arguedas, el quechuañol que si no mediara gente que nos empeñamos en hablar un español correcto (¿y qué es eso?) podría ser la nueva lengua indoamericana en el Perú en los siglos XXIII o XXIV. El libro de Víctor Carranza plantea todos estos problemas desde una perspectiva de integración metodológica en la que concurren diferentes ciencias sociales. Hoy no tenemos contrato social vigente. Ni siquiera estamos muy seguros de si hubo o no un contrato negociado entre nuestros diversos agentes socio históricos. Podría ser que en algún momento hayan existido contratos de adhesión forzosa o mejor aún de sujeción forzosa, pero ello no da cuenta de un espacio social solidario ni de una cooperación compartida.
