Angel Rama's groundbreaking study--presented here in its first English translation--provides an overview of the power of written discourse in the historical formation of Latin American societies, and highlights the central role of cities in deploying and reproducing that power. To impose order on a vast New World empire, the Iberian monarchs created carefully planned cities where institutional and legal powers were administered through a specialized cadre of elite men called letrados; it is the urban nexus of lettered culture and state power that Rama calls "the lettered city." Starting with the colonial period, Rama undertakes a historical analysis of the hegemonic influences of the written word. He explores the place of writing and urbanization in the imperial designs of the Iberian colonialists and views the city both as a rational order of signs representative of Enlightenment progress and as the site where the Old World is transformed--according to detailed written instructions--in the New. His analysis continues by recounting the social and political challenges faced by the letrados as their roles in society widened to include those of journalist, fiction writer, essayist, and political leader, and how those roles changed through the independence movements of the nineteenth century. The coming of the twentieth century, and especially the gradual emergence of a mass reading public, brought further challenges. Through a discussion of the currents and countercurrents in turn-of-the-century literary life, Rama shows how the city of letters was finally "revolutionized." In the early part of the twentieth century, Argentina's Socialist Party became the largest and most effective socialist organization in Latin America. Richard J. Walter's interpretive study begins with the party's origins in the 1890s, traces its development through 1912, and then offers a comprehensive analysis of its activities and programs during the almost two decades of civilian, democratic government that ended with the military coup of 1930. His aim has been to provide a detailed case study of a Latin American political party within a specific historical context. The work gives particular attention to the nature of party leadership, internal party organization, attempts to win the support of the Argentine working class, party activities in national elections and the National Congress, and internal disputes and divisions. In discussing these topics, Walter draws heavily on government documents, including national and municipal censuses, ministerial reports, and the Argentine Congressional Record. He also makes extensive use of national and party newspapers and journals, political memoirs, and collections of essays by party leaders. Walter concludes that the party enjoyed relative electoral and legislative success because of efficient organization, capable leadership, and specific, well-reasoned programs. On the other hand, it failed to create a firm working-class base or to extend its influence much beyond Buenos Aires, mainly because of its inability to relate adequately to the needs of the proletariat and to the growth of nationalist sentiment. Chile, which suffering from many of the same social and economic problems that afflict other Latin American countries, has enjoyed remarkable political stability. With the exception of one brief interlude, Chile has been governed by elected rules for half a century. The feature of Chilean development that explains its exceptional nature in contrast to the rest of Latin America is the special role of the bureaucracy, which functions as a broker for the conflicting demands of both the new and the traditional groups. Yet a strong dichotomy is evident between the entrepreneurial and bureaucratic elites, which have benefited and participated in the dominant society, and the peasantry, which has been largely exploited and excluded from the polity. Petras finds that the attempts to develop a dynamic industrial society in Chile have so far ailed. Chronic problems of slow economic growth and a rigid social system have been managed through a delicate system of political balances involving established parties and interest groups. While this arrangement has contributed to Chile's stability, it has also served to delay the entry of the peasantry and urban lower class into the polity, and as these groups do enter the political arena, they do so as radicals, increasingly hostile to established leaders and institutions. Working with fresh data, Petras considers virtually every aspect of Chile's social, political, and economic development, including industrialization and the roles of the right wing, the middle class, the peasantry, and the bureaucracy; and he gives detailed consideration to the programs and behavior of the Popular Action Front (FRAP) and the Christian Democratic party. In his final chapter,the author hazards a number of predictions concerning the future course of Chilean politics. He anticipates that the present trend toward basic social change will continue and that this will include limitation of the powers and prerogatives of the rich, a greater role for the government in planning and directing the economy, and some outright expropriation. In the long run, a realignment of major politcal forces is probably, with the likely result that opposition to reform will increase. The heavy involvement of North American firms in the Chilean copper-mining industry could lead to a conflict between a national-popular government in the United States.
