This report, from the National Audit Office (HCP 71, session 2010-11, ISBN 9780102965285), looks at PFI in Housing. The use of PFI by local authorities to improve housing, usually in areas with a high need for housing and where the stock condition is particularly poor, has had a measure of success, but risks to value for money of the programme have not been managed. In the context of this programme, PFI has been a flexible and useful funding route for local authorities to improve existing housing and build new stock. However, the majority of projects required significant increases in central funding prior to contract signature and all have suffered delays. Twenty one of the 25 projects which have been signed to date have experienced cost increases, with 12 of these over 100 per cent. All signed projects, for which the NAO was able to obtain data, were delayed, on average by 2 years and 6 months. For early projects this was partly because PFI was new to the housing sector and the Department for Communities and Local Government had to develop its understanding of stock condition issues. Also, the Department's management for early projects was also weak and under-resourced. While the capital cost of PFI housing projects is similar to other developments, the Department's evaluation to date has not taken account of the full costs. Procurement also tends to take more time, which can increase procurement and tender costs for local authorities and bidders.

The United Kingdom is committed to cutting greenhouse gas emissions by 80 percent by 2050 as part of a strategy to mitigate climate change. As housing is responsible for approximately 26 percent of all UK carbon emissions, housing carbon reduction is a key component in meeting this target. Local Authorities are faced with the problem of how to improve the quality of existing housing stock, provide additional social housing to meet increasing demand, and cutting emissions from both new and existing housing stock. The Private Finance Initiative (PFI) is being used as a means to deliver new and refurbished social housing using private, rather than public capital, and is expected to enable the delivery of sustainable, rented homes. However there have been concerns about the use of the PFI model to deliver public sector housing which meet sustainability goals. The overall aim of this thesis is to examine whether the UK's Public Finance Initiative (PFI) can achieve the procurement of sustainable social housing. In order to address this aim, the study considers the technical and contextual issues that affect sustainability in PFI housing projects, focussing specifically on one such project in the North East of England. With regard to the technical issues, the research introduces a methodological tool that has been developed to assess the sustainability of PFI housing projects. It is envisioned that the tool will be useful for assessing the sustainability of other housing projects procured under a public private partnership arrangement. The contextual issues are examined by means of an ethnographic study carried out from within North Tyneside Councils PFI procurement team over a period of 2 years. The results of the study suggest that the PFI procurement model can be used to deliver sustainable housing, but is currently hampered by a lack of skills, knowledge and understanding. These problems are particularly acute at the project management and governance level within the procuring local authority. The study identifies the need for clear guidance on incorporating sustainability into the procurement of PFI projects. It also recommends the use of appropriate tools to assess the sustainability of plans and build capacity within local authority procurement teams.

This research study is centred on the appraisal of the Non-Profit Distribution Model (NPD) in Public Private Partnership (PPP) for development of social housing. The provision of affordable housing is still unrealized in most countries of the Western world where demands outstrip supply. The reason for this is based on the index of commitment from the public and private sectors. This report certainly excludes the criticism of the Private Finance Initiative (PFI), but an appraisal of the NPD model in comparison with the PFI scheme as an alternative for public service delivery. The NPD model being a special Purpose Vehicle (SPV) of the Scottish Futures Trust (SFT) has met with criticisms from the private sector who believe that the current Model pushes too hard and this will not be productive for the public sector. It is suggest that the approach needs to be refined to maintain interest while still deriving the objective for better Value For Money (VFM) for the taxpayers.

The Department of Health and the Department for Communities and Local Government (the Departments) are responsible for sizeable portfolios of PFI projects covering hospitals and social housing. By April 2009 there were 76 operational PFI hospitals in England and over 13,000 homes had been built or refurbished through PFI. The letting of contracts and the responsibility for managing them is devolved to NHS Trusts and local authorities. The Departments are responsible for overseeing their PFI programmes and reporting to the public and Parliament on value for money. The Committee can find no clear and explicit justification and evaluation for the use of PFI in terms of its value for money. In many cases local authorities and Trusts chose the PFI route because the Departments offered no realistic funding alternative. Other concerns are central government's failure to use the market leverage that comes from overseeing multiple contracts, and the lack of robust central data to support effective programme management. It is clear that the implementation of PFI projects could be improved. Many PFI housing procurements have taken very much longer, and cost a great deal more, than originally planned. On hospitals, most are receiving the services expected at the point contracts were signed and are generally being well managed. There are, however, wide and unexplained variations in the cost of hospital support services, such as cleaning, catering and portering. Departments are not using their own buying power to leverage gains for the taxpayer.
