Prepared by the Highway Innovative Technology Evaluation Center (HITEC), a CERF Innovation Center. This report represents the second component of the HITEC technical evaluation of the J. Muller International Channel Bridge, a precast segmental overpass bridge system intended for use in either bridge replacement projects or new construction. This report describes a full-scale demonstration of the technology. The evaluation was conducted based on the technical evaluation plan developed in June 1995 and follows the technical analyses and evaluation of design attributes and performance history, with emphasis on the unique aspects of this technology.

This eBook launched an independent evaluation of the Aspirant Educator Masterclass project, which was run from September 2024 to April 2025 and led by BHSCA, NHSE South East, and the University of Surrey. The project aimed to support the development and recruitment of the healthcare educator workforce by addressing existing barriers and equipping aspiring educators with the knowledge, motivation, and tools needed to navigate the educator pathway across clinical and academic settings. The overall hypothesis was that by engaging in the intervention (webinars, masterclasses, or podcast series) healthcare professionals who participated in the intervention would have an increased understanding of educator roles, willingness to apply, and likelihood of flourishing in these roles. The evaluation was structured into three research phases: establishing a baseline, assessing the delivery process, and analysing the intervention’s impact. 57 healthcare professionals participated in the fieldwork by answering pre-intervention and post-intervention questionnaires, and four of them also completed in-depth interviews. This eBook presented the findings from all three phases and highlighted the project’s effectiveness in raising awareness, improving confidence, and inspiring participation in educator roles within healthcare. “This ebook marks a significant step in understanding how we can better support and grow the educator workforce within the healthcare field, underscoring the importance of continued investment in initiatives such as this one. FAO is well positioned at the global level to offer relevant support to countries in achieving their SDG 2 targets and is committed to support the SDGs, a Global Agenda that it helped design. The new FAO’s Strategic Framework will provide an opportunity to promote and communicate FAO’s role in a coherent and joined-up manner, aligned with the 2030 Agenda. FAO has engaged with the current UN reform – strongly connected to the SDGs – with a very collaborative attitude. At the country level, which was the focus of the second phase of this evaluation, FAO’s position was found to be generally weaker due to its limited programmatic footprint. Nevertheless, a number of initiatives were “acting at scale” and producing results. Entry points to act at scale include support to develop laws and policies, to instigate agriculture trade and investment, to induce climate finance or South-South cooperation, and to education, both formal and informal. The depth and breadth of partnerships are generally increasing, but more partnerships with the private sector and mobilization of domestic resources would needed to make a serious impact on food systems.

The Food and Agriculture Organization of the United Nations (FAO) has been involved in the Emerging Pandemic Threats Programme (EPT-2), funded by the United States Agency for International Development (USAID) since 2014. The programme sets out to minimize the impact of existing global pandemic threats and to detect, respond to and improve the prevention of emerging threats. Implementation of this programme at FAO has been carried out through 20 projects with efforts concentrated in 36 countries in Africa and Asia. It builds upon lessons learned in the first phase of the programme, in which FAO was involved in improving livestock disease surveillance, enhancing capacity of veterinary epidemiologists and laboratories and improving response to the avian influenza. EPT-2 focuses more in-depth on preventative measures to zoonotic novel pathogens thereby reducing the risk of emergence of such diseases. This evaluation aims to trace the contribution of FAO’s interventions to the programme and assess its outcomes at the global, regional, and national levels. EPT-2 has largely achieved its objectives and outputs in terms of technical capacity development and disease strategy, but less so in terms of enabling policy, value chains, and production. In line with FAO’s 2011 One Health Action Plan (FAO, 2011), EPT-2’s technical focus has strengthened traditional partnerships between FAO and technical livestock departments and ministries and built stronger collaborations with health and environment ministries. The next phase of the EPT-2 programme could take advantage of renewed national, regional, and global interest in ensuring that the COVID-19 experience is not repeated. FAO needs to fully utilize its convening power, partnerships, trusted status, and experience of emerging pandemic threats to engage political and business leaders on the need to consolidate and scale up EPT-2-induced gains to improve pandemic preparedness.

Governments have turned to FAO for support in identifying and assessing options for reforming policies on food and agriculture through the “Monitoring and Analysing Food and Agricultural Policies” (MAFAP) programme. While the first phase of FAO’s efforts concentrated more on conducting policy analysis and measuring public expenditures, this second phase built on the first phase’s outcomes to support policy reforms across Southern Asia and sub-Saharan Africa. MAFAP has been found to be an effective and well-positioned influencer of policy reforms in the agricultural sector. However, there are areas of improvement for this programme, including: i) increased resources to better address increasing policy support demand; ii) more strategic planning; iii) more formal institutionalization and more engagement with civil society and the private sector; iv) more coherence at country level in conducting preliminary analysis; and v) improvement to its knowledge management system in order not to lose its institutional memory.
