An increasing number of people are unable to buy or rent a home. This is the result of both a rise in property prices and an increase in the number of households, whilst there are fewer subsidised affordable homes being built than there were 10 years ago. There were three main types of solution suggested to the Committee: promote a major private house building programme; build more houses of all tenures; develop an effective regional policy to disperse demand to less pressured areas. The Government is planning to increase funding for affordable by 4.2% between 2002 and 2006 and it also intends to encourage local authorities to increase planning gain contributions from developers. However it has to be stressed that one of the causes for excessive demand in certain areas is the failure of successive regional policies and so more needs to be done to stimulate demand in northern and midland towns and cities.
